Education, Office of Educational Research and Improvement (OERI),
proposes to enter into multiple, one year contracts for the purpose of
increasing the capacity of comprehensive school reform model
developers. Congress has provided funds (see House Report 825, October
19, 1998) to increase the capacity of comprehensive school reform
model developers. This competition will be open to both large and small
businesses, but the Department anticipates that a minimum of two awards
will be set aside for small businesses. Successful offerors will be
required to increase the number of qualified staff to provide technical
assistance to low-achieving schools, rural schools and schools
participating in the Comprehensive School Reform Demonstration (CSRD)
program. Successful offerors will also be required to improve materials
to implement CSRD strategies, develop strategies for technical
assistance using technology, and attend meetings in the Washington, DC
area. A draft Statement of Work is available on the U.S. Department of
