Synopsis, BrendaPrice@mail.ih.navy.mil. The Indian Head Division Naval
Surface Warfare Center (IHDIVNAVSURFWARCEN) has interest in proposals
for treating up to 8,000 gallons per day of process water contaminated
with up to 100 PPM Ammonium Perchlorate (AP). The treated water shall
contain 18 PPB or less AP. Our newly issued National Pollutant
Discharge Elimination System (NPDES) permit contains a prohibition for
this discharge effective 1 February 2000. The wastewater is river
water used in the dust and chip collection system used during the
machining of propellants and explosives. The facility is run on a
single 8-hour shift and operates 5 days a week. This wastewater is
screened with a burlap bag to remove all large pieces of propellant.
This wastewater currently goes to a permitted surface out-fall. The
government will provide the facility to house the treatment equipment.
The following utilities are available on site: steam, fresh water,
river water, 220V and 440V electrical power and will be run to the
facility as needed. The proposal shall include: treatment equipment,
instructions for connection to utilities, installation supervision,
initial operating supplies, system oversight during start-up, operating
manuals, training on how to use and maintain the treatment equipment.
The proposal may include the reuse of existing government equipment.
Offerors may submit an abstract of their proposal or a full proposal.
Any offeror whose abstract is found to be consistent with the intent of
the BAA will be invited to submit a full technical and cost proposal.
Such an invitation does not assure subsequent contract award. Proposals
may be reviewed and acted on as they arrive. The government reserves
the right to select for award, all, some or none of the proposals
received in response to this announcement. Abstracts and proposals
should include the following: (a) title page -- include point of
contact along with address, telephone and telefax number, e-mail
address, and signature by an authorized officer. Evaluations of
proposals will be based on the following criteria: (1) ability to put
the treatment process in place prior to the regulatory deadline -- 1
February 2000, (2) technology proven to work, (3) annual operating
costs -- manpower, utilities, chemicals, other consumables, (4)
facility requirements, (5) the ability to also remove nitrates from
wastewater and (6) cost. This announcement will remain open for 30 days
from the date of publication. It is the policy the Indian Head
Division, Naval Surface Warfare Center to treat all proposals as
competitive information and to disclose the contents only as

Head Division, Naval Surface Warfare Center shall be considered

not cover any costs associated with proposal preparation, nor pay, as
