intends to issue a request for proposal for the modification of two
(2) Government Furnished AN/AQS-20 Mine Detecting Sonar Engineering
Development Models (EDMs) to Raytheon Company, Equipment Division,
Submarine Signal Directorate, 1847 West Main Street, Portsmouth, RI
01871. The AN/AQS-20 system consists of high-resolution sonar sensors
housed in a towed high-speed underwater vehicle. The system will be
towed and operated from the MH-53E and/or CH-60S helicopter to detect,
classify and localize mine-like objects. The contractor will modify
two (2) Government Furnished AN/AQS-20 systems to: (1) remove the
integrated volume search sonar and incorporate the necessary
modifications to make it a modular unit, (2) develop a modular
electro-optic identification (EOID) sensor capable of interchanging
with the modular volume search sonar and (3) transition/integrate the
existing airborne console and software to the CH-60S platform. These
modifications will transform the AN/AQS-20 to the AN/AQS-20/X. Contract
period of performance will consist of system hardware delivery in June
2002, Engineering Services through March 2003, and System Testing
completed by December 2003. Raytheon Company, Equipment Division,
Submarine Signal Directorate is the only firm that currently possesses
the requisite knowledge and experience to provide the needed effort
and supplies within the required timeframe. No other source has the
technical qualifications and the necessary resources to perform the
work described herein, nor will any other supplies or services satisfy
the Navy's requirements. All responsible sources may submit a bid,
proposal, or quotation which shall be considered by the Naval Sea
Systems Command. "Production Requirements -- The production of the
supplies listed requires a substantial initial investment or an
extended period of preparation for manufacture." (See Numbered Note 22)
