synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. THIS ANNOUNCEMENT CONSTITUTES THE
ONLY SOLICITATION; PROPOSALS ARE BEING REQUESTED AND A WRITTEN
SOLICITATION WILL NOT BE ISSUED. The Solicitation number 99Q051 is
issued as a Request for Proposals (RFQ). The Solicitation document and
incorporated provision and clauses are those in effect through Federal
Acquisition Circular 97-10. This action is a 100% small business
set-aside. The following services are required: (1). The Offeror shall
provide all the necessary labor, supplies, and equipment to provide
for the installation and removal of approximately 1500, Eight (8) Foot
Long, Temporary, Bike Rack style barricades to secure the Federal
Triangle including the Ronald Reagan Building, U.S. Customs Building,
and Mellon Auditorium from 10TH Street, NW. to 15TH Street NW. and
Madison Drive NW to E Street NW., WDC. (2). The location of barriers
around obstacles, access sidewalks and positioning in pedestrian areas
is critical and will be coordinated at the installation site with the
Government Representative. (3) For effective mobilization and
demobilization during inclement weather, contractor must be within 70
miles of the Washington, DC Metropolitan Area. (4) Barriers must be
provided at one time. No turning of trucks will be allowed. All trucks
will be required at one time. (5). Barricades shall meet all required
District of Columbia, Department of Public Works, or any other
governing entity regulation concerning reflectors, warning
lights/markings, etc. (6). Truck drivers, backup drivers, laborers will
be the responsibility of the supplier to allow for all possible
contingencies. (7). It is anticipated that a minimum of three (3)
people will be required for each crew. The number of crews will be
determined by the supplier in order to complete the job, as specified
in the time period. A supervisor, who shall be familiar with all
streets, specific locations and obstacles at all locations will be
apart of each crew. (8) Contractor shall be responsible for
coordination all traffic control with all police agencies involved in
the work area. (9) Contractor shall develop and coordinate detailed
plan of action for required services. Plan shall include detailed plan
maps of every location. At the minimum, plan shall include times for
movement of all supplies and equipment and drawings/maps for placement
of Temporary Bike Rack Style Barricades. (10). Contractor is
responsible for forwarding a copy of the final detailed plan of action
to the contracting officer. (11). Barriers to be placed starting at
8:00 P.M. on evening of April 22, 1999, and will be completed by 3:00
A.M. on morning of April 23, 1999. All installation work shall be
completed within a period of Seven (7) Hours. Demobilization shall not
commence before 6:00 P.M. on April 25, 1999, and must be completed in
approximately (7) Hours. (12). Parking Passes/Permits will be provided
to the contractor. (13). The above referenced leased equipment and
material shall be returned in the condition in which they were
received: Normal wear and Tear excepted. The SIC Code is 5039
Construction Materials and the small business size standard is 100.
Delivery is FOB Destination. The following FAR Provisions are
applicable to this RFP -- FAR 52.212-1, Instructions to Offerors --
Commercial; Far 52.212-3, Offeror Representations and Certifications
-Commercial Items; FAR 52.212-4, Contract Terms and Conditions --
Commercial Items; FAR 52.212-5 Contract Terms and Conditions Required
to Implement Statues or Executive Orders -- Commercial Items. Offerors
must include a signed copy of the Representation and Certifications
with their offers. Copies of the Representation and Certifications are
available on-line at http://www.treas.gov/usss/proc. The contract
specialist will not accept telephone calls requests for copies of the
FAR Provisions. This announcement contains the only information
available to the Procurement Office. The Government intends to award a
firm fixed price contract or contracts to the responsible offeror with
acceptable past performance whose proposal, conforming to the
specifications and services listed herein, will be the most price
advantageous to the Government. This requirement is urgent, therefore
all responses are required, No Later Than 1:00 P.M. April 21, 1999. All
offers, shall include a price proposals and a signed copy of the
Representations and Certifications, Fax to the U.S. Secret Service,
Procurement Division, 1310 L Street NW, Suite 730, Washington, DC
20223, Attn: Stephanie Gales (Fax: 202-435-7138) for receipt no later
than 1:00 P.M. April 21, 1999. Award is anticipated by April 21, 1999.
