The Social Security Administration (SSA) intends to negotiate with Sherbrooke Consulting, Inc. on a sole-source basis for design of facilitation services which need to begin in May 1999. These services will consist of designing structured discussion and decision workshops for senior and executive staff, and for facilitation of these workshops in support of the existing strategic planning process. Staff-level facilitation will focus on review of staff products and participation in staff discussions precipitated by interaction between executives, labor unions, and employee associations. Prior work performed by Sherbrooke for facilitation of the initial development of the strategic plan was awarded as a competitive acquisition and completed successfully. Sherbrooke possess unique capabilities for satisfying this requirement in that Sherbrooke has a strong background in strategic planning and social program management in the public sector which established credibility and rapport with the Agency's executives. These capabilities will facilitate development of the Agency's Strategic Plan with minimum disruption and duplication of effort on the part of SSA's staff. No solicitation is available.
