CORRECTION: To Submission Number 320197. The Presolicitation Notice was
accidentally posted with the wrong solicitation. The correct
Presolicitation Notice should be as follows: Period of Performance is
estimated 01 Aug 2000 30 Sep 2000. Five one-year options may be
awarded. This acquisition will be 100% Small Business Set-Aside. SIC
8744, Size Standard is $20,000,000.00. Only companies, including their
affiliates, with an average annual receipt of $20,000,000.00 or less
during the last three (3) completed fiscal years are considered small.
An award will be made using Two-Step Sealed Bidding procedures in
accordance with FAR 14.5. Under Step 1, offerors are to submit a
technical proposal only. Price or cost estimates are NOT included in
Step 1. An Invitation for Bid will be issued under Step 2 to those
firms whose technical proposals have been determined to be acceptable.
The Request for Technical Proposal (RFTP) and Performance Work
Statement (PWS) will be posted on the ASC PreAward Information Exchange
System (PIXS) at Wright-Patterson Air Force Base, Ohio
(http:www.pixs.wpafb.af.mil). This procurement is part of a Government
cost comparison to determine whether accomplishing the specified work
under contract or by government performance is more economical. The
lowest bid obtained from offerors will be compared to the Government
bid, and award will be made to the bidder whose offer is the most
advantageous to the Government. If the Government is determined to be
the most advantageous offeror, the solicitation will be canceled and
award will be made to the Government. The Request for Technical
Proposal (RFTP) and Performance Work Statement (PWS) will be posted on
21 May 99 on the ASC PreAward Information Exchange System (PIXS) at
Wright-Patterson Air Force Base, Ohio (http://www.pixs.wpafb.af.mil).
NO HARD COPIES WILL BE SENT. All responsible sources may submit a
proposal which shall be considered. Facsimile or alternate proposals
are not acceptable. This is part of a Government cost comparison to
determine whether accomplishment of the specified work under contract
or by Government performance is more economical. If Government
performance is determined to be more economical, this solicitation will
be cancelled and no contract will be awarded. This procurement is to
provide for the management and operation of engineering and
construction efforts within the Engineering Division (88 CEG/CEC); for
management, operations and accountability of computer systems, real
property, human resources and financial activities within the Resources
Division (88 CEB/CER); operational readiness and deployment within the
Readiness Division (88 CEG/CEX) Wright-Patterson Air Force Base, OH.

The proposed contract is 100% set aside for small business concerns.

concerns from offerors, or potential offerors, during the proposal
development. The purpose of the Ombudsman is to communicate contractor
concerns, issues, disagreements, and recommendations to the
appropriate government personnel. Existence of an Ombudsman does not
diminish the authority of the program director or the contracting
officer. Accordingly, the Ombudsman does not participate in the
preparation of solicitations, the evaluation of proposals or the source
