Each contract is expected to have two one-yr. options to extend the contract term. Per the Taxpayer Relief Act of 1997 (IRC 6311(d)(2)), "the Secretary (of the Treasury) is authorized to enter into contracts to obtain services related to receiving payment by other means where cost beneficial to the government.
