This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; a quote is being requested and a written solicitation will not be issued. Solicitation N61339-98-T-0007 is issued as a request for quote and incorporates the provisions and clauses in effect through Federal Acquisition Circular 97-11. The solicitation shall be awarded on a sole source basis to Object Raku Technology, 5720 Sherwood Blvd. Delta, BC V4L2C 6. The SIC Code for this solicitation is 7372 with annual receipts of 18M. The following items are required: CLIN 0001, Sextant Virtual Planning Tool V2 W/Modifications, Qty: 4; UI: Ea. CLIN 0002, On Site Technical Support for a period of 12 Months. The following statement of work applies: Item A: SEXTANT/Virtual Planning Tool version 2.0 including features existing on the evaluation copies presently held by the Army'sDismounted Battlespace Battle Lab. Additional functions and improvements to the system based on feedback received from the personnel at the Dismounted Battlespace Battle Lab include: Mission Planning Wizard, Orders browser, Integration & synchronization of Orders Matrix, Salute Report within Intelligence Sightings browser, 2D/3D split screen view option, 2D/3D interactivity including but not limited to, "You are here" display Line-of-Sight viewpoint in the 3D viewer as defined by the user in the 2D. Passing graphic overlays from 2D to 3D, Attribute windows on objects in 3D, Automated building and tree-line entry to 3D environment, Palette of planning graphics, Increased 3D manual transfer of 2D objects, Hover help. Freeze Frame & Print from 2D or 3D. Minimum hardware requirements to run the above system are Pentium 90, 32 MG RAM, 1 GiG Hard drive. Provide training in battlefield engagements that are modular and allow the user multiple scenario selection so that as new information or data about a siteis determined, the user can enter it and use it in the mission plan and rehearsal. Improve the integration of 3D ActiveX control (via the Superscape 3D control ViScape) to provide 3D functionality; support data display on lower end computing systems (e.g., personal computers) and over the internet; allow users to quickly develop a mission scenario around one or more building objects critical to mission success, and support the modeling of other items of interest such as vegetation. Item B. Integrate ArcView MapObjects ActiveX controls into the SEXTANT/Virtual Planning Tool to achieve interoperability with output from and input to mapping and other geospatial systems and data hosted in ArcView 3.1 or stored in ArcView 3.1 formats. The ArcView integration will provide a high degree of interoperability between Sextant and ArcView based systems since the MapObjects API which Object Raku Technology will use is also the programming engine for ArcView 3.1 In particular, ESRI (the ArcView developer) used the MapObjects API to build ArcView 3.1. This integration will produce the following levels of interoperability: Provide the ability to run an ArcView viewer in a window of SEXTANT/VPT. Use the ArcView viewer to read any ARC/Info coverage file (a directory of files which includes .adf and .adx and various indexing and information files), or ".shp" file; read various raster formats including GeoTIFF and ERDAS imagine images; and set up a map with available layers of interest (e.g., elevations, vegetation, transportation lines). Enable the printing of maps. Provide the ability to use a map provided in the ArcView window as one of the backgrounds available to the user in SEXTANT's 2D view display. Output planning graphics only as a ".shp" file laid out as a set of measured polygons. Note that only the ARC/Info program can output the coverage files; others, including ArcView, can only view them. Read a building layer ".shp" file to automate adding buildings to the SEXTANT planning map. This assumes the file is laid out as aset of measured polygons with an associated attribute table (.dbf) as specified in the shape file standard to include a building height (in meters), building corner geographic location (first point of polygon), building identifier, and building type. Provide the SEXTANT system the ability to access the ARC/Info data provided for the MOUT ACTD Army Experiment 4 and use this data (or any data saved in similar ArcView formats) to provide detailed background maps on which to plan missions. Depending on how the data is stored, elevation data may be available only as a layer of contour lines or it may be available as elevation values at geographic locations. Item C: One full-time person to support experimentation/demonstration during the period 6 May 1999 through 30 April 2000. Item D: Training program & package to ensure the highest level of user comfort & competence using the SEXTANT/Virtual Planning Tool version 2.0. The length of the training session for the user will be between 3 and 5 days including testing. Training program and revised user-guide will be implemented as appropriate to an on-line help reference. Deliverables: STRICOM will receive 4 licenses for SEXTANT/Virtual Planning Tool, support and training for AE6. Licenses include listed upgrades to the software. Support required from STRICOM: Access to users to facilitate rapid prototyping efforts. Receiving feedback early and often on the user interface and software functionality will provide the users with a system that will more likely fulfill their needs. Object Raku Technology will entertain incorporation of legacy GOTS which supports the functions required in the system. This software must be provided if it is to be included and may include but is not limited to implementations of the Common Warfighting Symbology reader, Mapping Toolkits, Communications and Message Text formatting Packages. Item C: One full-time person to support experimentation/demonstration during the period 6 May 1999 through 30 April 2000 to include Airfare, Ground transportation, Accommodations & meals. Delivery and acceptance shall be in accordance with the terms of the contract. The following FAR/DFARS provisions and clauses apply to this acquisition: 52.212-1, 52.212-3, 52.212-4, 52.212-5, 252.2121-7001. The following subparagraphs of FAR 52.212-5(b) apply: (1), (3), (6), (7), (8), (9). The following clauses of DFARS 52.212-7001(b) and (c) apply: 252.225-7036. A completed copy of the following must be included with the quote: FAR 52.212-3, DFARS 252.212-7000 and DFARS 252.225-7035. The following clauses also apply: DFARS 252.204-7004, "Required Central Contractor Registration." FAR 52.227-19 "Commercial Computer Software -- Restricted Rights" and "Year 2000 Warranty-Commercial Supply Items -- The contractor warrants that each hardware, software, and firmware product delivered under this contract and listed below shall be able to accurately process date data (including, but not limited to, calculating, comparing, and sequencing) from, into, and between the twentieth and twenty-first centuries, including leap year calculations, when used in accordance with the product documentation provided by the contractor, provided that all listed or unlisted products (e.g. hardware, software, firmware) used in combination with such listed product properly exchange date data with it. If the contract requires that specific listed products must perform as a system in accordance with the foregoing warranty, then that warranty shall apply to those listed products as a system. The duration of this warranty and the remedies available to the Government for breach of this warranty shall be as defined in, and subject to, the terms and limitations of the contractor's standard commercial warranty or warranties contained in this contract, provided that notwithstanding any provision to the contrary in such commercial warranty or warranties, the remedies available to the Government under this warranty shall include repair or replacement of any listed product whose non-compliance is discovered and made known to the contractor in writing within ninety (90) days after acceptance. Nothing in this warranty shall be construed to limit any rights or remedies the Government may otherwise have under this contract with respect to defects other than Year 2000 performance."
