to contract by means other than full and open competition with the
Desert Research Institute (DRI), a nonprofit division of the University
and Community College System of Nevada, using the exception at 41
U.S.C. 253(c)(3)(B): "To establish or maintain essential engineering,
research, or development capability to be provided by an educational or
nonprofit institution or a federally funded research and development
center." Since 1959, DRI has pursued a full-time program of basic and
applied environmental research on a local, national, and international
scale. Under the proposed cost no-fee contract, DRI support, in the
areas of research, engineering, and development, will include technical
fields of chemistry; hydrology; geology; atmospheric, meteorology,
radiological and biological sciences; energy and technology
development; environmental monitoring, protection, and compliance;
archaeology; historic preservation; statistics and data base
management; science and environmental education; and community
relations. Programs supported are nuclear experimentation, stockpile
stewardship, waste disposal, environmental restoration/monitoring,
historic preservation, technology development and other national
security and environmental management programs managed by the DOE at
Nevada. Interested persons may identify their interest and capability
to respond to the requirement; however, this notice of intent is NOT a
request for competitive proposals. Information received will be
considered solely for the purpose of evaluating the intent of this
