only. It is intended to aid both the Government and Industry in
planning for this potential procurement. Written Industry
comments/feedback on the Statement of Work (SOW) and any future
Internet postings are solicited and highly desired. Failure to respond
to this announcement will not preclude any potential contractor from
participating in the upcoming procurement. The United States
Environmental Protection Agency (US EPA), Office of Economy and
Environment (OEE) within the Office of Policy (OP) is seeking potential
sources for Advisory and Assistance Services to support the Global
Climate Change Program (GCCP). The EPA anticipates conducting a full
and open competition to award multiple fixed-rate,
indefinite-delivery/indefinite-quantity (IDIQ), time and materials
(T&M) contracts in support of this requirement. Each contract is
anticipated to have a one-year base period with four (4) one-year
option periods for a total potential period of performance ofsixty (60)
months. The total requirement across all awarded contracts would be for
a maximum of 1,751,000 direct labor hours including the base and option
periods. The formal solicitation is not available at this time, however
it is currently anticipated to be released on or about 24 September
1999. In general terms, the contract(s) will require the contractor(s)
to research, evaluate and analyze data and information in connection
with its assessment of issues relating to greenhouse gas (GHG) and
other anthropogenic emissions, climate change sciences, and domestic
and international effects of climate change, and others areas as
specified in the Statement of Work (SOW). Although the Statement of
work leans toward contractor support of climate change issues, there
will be need for task orders that provide analyses and policy options
to address the cost and benefits of other Agency programs as required
to support economic and technical analysis and the development of
economic methodology. Specific areas of analyses might include economic
impact assessments, market research, environmental release, transport
and fate, human and ecological exposure assessments, and quantitative
and qualitative assessment of risk to the general population and the
environment. The contract(s) may require the Contractor(s) to conduct
market research, conduct analysis and provide policy options. For more

(202) 565-2562 by 1400 EST 14 May 1999. The draft and formal
solicitations, bidder's list, amendments, Conflict of Interest (COI)
strategy, procurement updates and other related information and items
will be posted on the Internet and downloadable from the website listed
above as they become available. Interested parties are advised to
periodically monitor the above website for updates concerning this
procurement. However, a second CBD synopsis will be published prior to
the release of the formal solicitation. Telephonic requests or
inquires will not be taken. If Internet capability is unavailable,
interested parties must submit an E-mail or written verification
stating this fact to Robert M. Minjack so that hard copies of
downloadable information may be provided. Only one copy of each
available document will be issued to any corporate entity, regardless
