efragua@doeal.gov. The U.S. Department of Energy, Albuquerque
Operations Office intends to award a firm-fixed price supply contract
to ITT Night Vision of Roanoke, VA. The intended item of supply is the
AN/PVS-7D, Generation 3 Night Vision Goggle at forty (40) each. The
authority for this sole source procurement is Section 303(c)(1) of the
Competition in Contracting Act which allows the agency to use
procedures other than competitive procedures when the supplies needed
are available from only one responsible source and no other type of
supply will satisfy the needs of the agency. Standardization of
equipment at the Albuquerque Operations Office is essential to avoid
negative consequences during tactical situations that would jeopardize
the Department's mission. Any firm offering another type of night
vision goggle shall meet the following specifications with no
deviations: (1) Where not specified herein, will meet all technical and
performance specifications of the military AN/PVS-7D; (2) Generation
III Tube; (3) "Momentary" IR capability allowing user of hold Off-On-IR
switch in IR position for temporary illumination and immediately shut
off as soon as pressure on the switch is released; (4) Adjustable head
harness with quick release lever permitting one-handed mounting and
unmounting; (5) IR-on indicator; (6) Automatic high-light cutoff to
protect the image intensifier; (7) Low-voltage indicator; (8) Voltage
required 2.7 Vdc -- 3.0 Vdc, battery (50mA, maximum) powered by two AA
batteries or one 3.0-V lithium; (9) Scene illumination 10-6 to 1 fc;
(10) Visible to .90 m (IR); (11) Field of view 40 ; (12) Unity
magnification; (13) Resolution 1.15 cy/mr, minimum (vs .68 cy/mr); (14)
Brightness gain 3,000fL/fL, minimum (vs 2,000 fL/fL); (15) Collimation
1 + 1 convergence, < 1/2 divergence; (16) Diopter adjustment +2 to
-6 diopters; (17) Interpupillary adjustment 55 to 71 mm; (18)
Eye-relief 15mm; (19) Objective lens EFL 26mm, F/1.2, T/1.3; (20)
Eyepiece lens EFL 26mm; (21) Focus range 20 cm to infinity; (22) Weight
680 grams; (23) Operating temperature range -51 C to +45 C; (24) Meet
all performance requirements of military specification MIL-G-49313(CR)
