A CORRECTION TO THE SYNOPSIS ISSUED ON 14 APR 99. The Air Armament
Center's Air Base Systems Program Office (AAC/WMO) plans to issue a
Request for Proposal for a shelter to accommodate the B-2 bomber when
on a forward deployment. This will be a total Small Business
Set-a-side, and a "Best Value" procurement. Even though cost is a
significant factor, any potential award may not go to the lowest
bidder. The B2 Shelter System (B2SS) consists of three major
components: an Extra Large Shelter (XLS); one or more Environmental
Control Systems (ECS) for cooling and heating; and a Prime Power Unit
(PPU) for generating electrical power. This office plans to issue a
single RFP for the B2 Shelter System and the ECS units. We reserve the
right to select separate vendors for these components and award
separate contracts. However, we also reserve the right to award one
contract to one vendor for the XLS and ECS, or award no contract at
all. The XLS will be approximately 20,000 sq. feet and should be able
to house an Air Force B2 Bomber. The XLS will be used primarily for
military aircraft maintenance. The XLS includes the basic shelter
structure, interior liner, exterior cladding, powered ventilation,
lighting, spares, and special tools for installation, electrical
distribution equipment and shipping/storage containers. The ECS will be
a deployable air conditioner and heater system. Multiple ECS units may
be required to support each XLS, depending upon deployment location.
The PPU will be provided through an existing Air Force contract. The
government may be the integrator for the power system and the B2SS. The
estimated total program cost by the government is $20M-$27M (including
options). It is intended that there will be a Request for Proposal
(RFP), F08626-99-R-0249 issued on the World Wide Web on or about 21 May

This procurement is limited to sources that can manufacture and produce
this product in the United States. Maximum trade space between
technical aspects and cost are highly encouraged, to allow offerors to
propose their "best commercial" approach. This notice is for planning
purposes only, and shall not be construed as a Request for Proposal
(RFP) or an obligation on the part of the Government to make any
