This sources sought synopsis is issued to obtain information from sources who feel they are capable of providing technical engineering support services. These support services include; system engineering, technology, operations, facilities, configurations control, and program management. The Naval Air Warfare Center -- Aircraft Division (NAWCAD), Metrics and Time Space Position Information (TSPI) Systems Branch is responsible for developing and operating a range of facilities, systems, equipment, and software to provide in-flight multi-spectral signature and avionics/electronic combat measurements. These measurements include radar cross section (RCS), jammer-to-signal ratio (J/S), chaff measurements for fixed and rotary wing aircraft, unmanned aerial vehicles (UAV), and decoy-to-signal (D/S) of towed decoys. The period of performance includes a base year and four option years. Performance of the contract will be at NAWCAD, Patuxent River, MD. Anticipated SIC code is 8711, with a small business size standard of $20 million. Draft statement of work is available to interested parties, via the point of contact below. It is requested that interested parties submit a capabilities statement/ documentation (under 10 pages) specifically addressing the Statement of Work tasking, related past performance data (past 3 years, under 5 pages), and general corporate information, including business size.
