SERVICES (CMF) FOR THE DESIGN AND CONSTRUCTION OF A HIGH SECURITY
UNITED STATES PENITENTIARY (USP) AND A MINIMUM SECURITY FEDERAL PRISON

Strunk, Contracting Officer, at (202) 307-0954 The Federal Bureau of
Prisons (BOP) intends to award a firm-fixed-price contract for
Construction Management Support Services (CMF) for the design and
construction of a high security United States Penitentiary (USP) and a
minimum security Federal Prison Camp (FPC) in Inez, Kentucky. The
construction management firm's contract will encompass construction
management services for the design-build project. The contract includes
site work and construction of the facility. The USP will consist of a
group of buildings in a campus plan arrangement with related site
development and utilities. This high security facility (USP) will have
a gross building area of approximately 50,000 square meters and be
designed to include living units and support facilities to house
approximately 996 inmates. The FPC will be a "campus plan type"
institution consisting of several one to two story buildings with a
total building area of approximately 2,500 square meters and be
designed to provide living units and support facilities to house
approximately 128 inmates. The design and construction of the facility
will be completed utilizing the metric system of measure. Pursuant to
the requirements of FAR 36.204, The design and construction contract
magnitude is estimated to exceed $10,000,000. and the construction
management services contract magnitude is expected to range from
$1,000,000. to $5,000,000. Construction management services are
anticipated to begin in August 1999. The CMF contract performance
period will be approximately forty-eight (48) to sixty (60) months,
however this may be adjusted to reflect the actual duration of the
construction contract. Construction Management Services are to include,
but are not limited to: inspection of conformance with contract
requirements, review of design and construction documents, cost
estimates, review and status of contractors' CPM Schedule and progress
reports, maintenance of project files, inspection, testing records and
job diaries, evaluation of cost estimated and recommendation of change
orders, monitoring submittals and contractor progress, review of
contractors' submittals and payment requests, analysis and
recommendation related to disputes and claims, preparation and
processing of correspondence and documentation related to these
services, and all their services required for successful administration
of the project. The selected firm will provide these services utilizing
on-site personnel from their own office and work force, and any other
resources necessary. To be considered, firms must have at least five
(5) years experience in management, cost estimating and scheduling of
construction projects of similar scope and complexity, and experience
in the analysis of claims and disputes. The BOP will evaluate each
offeror's quotation pursuant to the following three (3) evaluation
factors listed below in descending order of importance: technical, past
performance and price. Technical includes: Proposed Team and
Organization, Specialized Experience and Technical Competence and
Capabilityto Perform. The BOP will consider all quotes submitted by
responsible sources. The solicitation, which includes instructions for
submitting a quote, will be available on or about May 14, 1999. To
