Operation and management of information management activities (IMA) located primarily at Dugway Proving Ground (DPG), Utah. Class "B" telephone support is provided to Fish Springs National Wildlife Refuge. The refuge is located adjacent to the southwest boundary of DPG. A cost comparison between private and public sector offerors will be completed pursuant to OMB Circular A-76 for commercial services and operations of government owned facilities. The solicitation will include the cost comparison provision and the right of first refusal clause. Evaluation for award will be based on the best overall value for all the services listed compared to the government's most efficient organization (MEO). The requirement is anticipated to be a firm fixed price type contract for a basic period of one year with four one-year options. The contractor shall provide all personnel, supervision, equipment, tools, supplies, repair parts, material, and other items and services necessary to perform IMA functions, except forthose items listed in the PWS as government furnished materials. The functional areas of operation are: information resource management; project/program managment, telephone billing/customer liaison, records management, publications management, forms management, printing management: systems and automation functions; application programming, systems programming and administration, network managment support, help desk, workplace automation support, PC and printer maintenance: communications functions; circuit management, microwave systems, network installation, engineering and design, electronic telephone switching systems, inside/outside plant operations, video transmission systems, specialized electronic systems, power systems: warehousing functions: operations functions; computer operations support, telecommunication center, telephone operation, facility management operation: and information management security support. The functions identified in the PWS are considered commercial in nature. Offerors will be expected to demonstrate knowledge of the requirements and the same or similar experience. The successful contractor will be required to obtain a top secret facility clearance and have access to top secret information. COMSEC requirements will apply.
