The United States Section of the International Boundary and Water Commission (USIBWC) has a requirement for a firm-fixed price requirements contract for laboratory analytical services. The Scope of Services requires the Contractor to provide laboratory services for the compliance monitoring for the Nogales International Wastewater Treatment Plant in accordance with a National Pollutant Discharge Elimination System (NPDES) permit and a Groundwater Protection Permit, monitoring of the international interceptor, groundwater monitoring and other incidental sampling conducted by the USIBWC in the Nogales area. In addition, other laboratory services for surface water, groundwater, leaking underground storage tank, hazardous and solid waste monitoring requirements along the U.S./Mexico border in California, Arizona, New Mexico, and Texas will be required . The Contractor shall furnish all labor, material, supplies, equipment, and personnel to perform laboratory services for the samples provided by the USIBWC to the Laboratory or Laboratory's subcontractor. The laboratory, and any subcontract laboratory, shall be certified to perform the requested analysis in the four states for which the services are required. The Laboratory shall use analytical methods for the various parameters approved by the United States Environmental Protection Agency (EPA). The firm-fixed price requirements contract is for a basic one year period from the effective date of the contract with four (4) one year option periods to extend the term of the contract. The term of the contract will not exceed five (5) years. Tentative dates for issuing and opening IFB 99-02 are 4/30/99 and 5/20/99 respectively.
