U.S. Army, Headquarters, Industrial Operations Command (HQ's IOC) intends to contract for the services to Decommission Building 611b and remediate Building 318 at Picatinny Arsenal, Dover NJ. This solicitation is restricted to contractors on HQ's IOC Qualified Bidders List (QBL).
