Horizontal Spindle and Reciprocating Table, to be delivered within 16
weeks after contract award and be used in a research environment for
the manufacture of highly accurate and unique aerospace hardware
including prototype models, flight articles, developmental
instrumentation, wind tunnel test equipment, and material specimens, in
accordance with the following: 1. Because of existing space
constraints, the machine base, guarding, enclosures, covers and all
separate machine units, excluding the control panel, shall set within
a footprint of 215 inches width and 100 inches in depth at maximum
operating travels. 2. Shall have a work area capable of accepting work
pieces of at least 68.000 inches in length, 27.000 inches in width,
and 18.000 inches in height. 3. Shall have grinding capacities as
follows: Longitudinal (X-axis) at least 48.000 inches, Cross Feed
(Z-axis) at least 20.000 inches, and Vertical (Y-axis) at least 18.000
inches with magnetic chuck in use. 4. Shall be capable of handling
work piece weights of at least 4,000 pounds, including the chuck. 5.
The machine table shall be fully supported by the table bed ways with
no overhang of the chucking surface at maximum Longitudinal (X-axis)
travel left and right of the centerline of the spindle. The machine
table shall have at least 3 T-slots for clamping purposes. 6. The
X-axis movement shall be by dual hydraulic cylinders or by servo driven
recirculating ball screw and preloaded nut. 7. The Y-axis movement
shall be by servo driven recirculating ball screw and preloaded nut. 8.
The Z-axis movement shall be by servo driven recirculating ball screw
and preloaded nut and shall be a column/ ram type movement or a
traveling column type movement. 9. Shall be equipped with a direct
drive precision balanced spindle motor of at least 10 horsepower, which
shall produce a spindle speed of at least 1200 revolutions per minute
(RPM) at 60 Hertz. 10. Shall be equipped with an over the wheel,
straight line, automatic, hydraulic wheel dresser. The hydraulic wheel
dresser shall be equipped with a diamond and shall be capable of
dressing the width of the machines standard grinding wheel, but at a
minimum it shall have at least 3.500 inch wide dressing capability. The
grinder shall be equipped with automatic wheel wear compensation. 11.
Shall be capable of fully programmable automatic cycles in each axis
and shall be capable of manual positioning in each axis by means of
hand wheels and/or manual pulse generator. 12. The Longitudinal
(X-axis) feed rate shall be infinitely variable and shall have a
minimum feed rate of no more than 6 feet per minute and a maximum feed
rate of no less than 80 feet per minute 13. Shall be equipped with
programmable automatic incremental Vertical (Y-axis) infeed with
minimum increments no larger than 0.00005 inch and maximum increments
of no less than 0.0025 inch with at least 12 preset selections, and
shall include automatic sizing capabilities. Shall be equipped with a
rapid traverse feed rate of at least1.2 feet per minute. 14. Shall be
equipped with programmable automatic Cross Feed (Z-axis) infeed with
minimum increments no larger than 0.200 inch per minute and maximum
increments of no less than 1.400 inch per minute. Shall be equipped
with a rapid traverse feed rate of at least 50.000 inches per minute.
15. Shall be equipped with programmable automatic grinding capabilities
as follows: a) Intermittent and continuous crossfeed grinding. b)
Plunge grinding with infeed on one or both ends of the table stroke. c)
Rough infeed. d) Fine infeed. e) At least 5 pre-set spark out passes.
f) Automatic retract of wheel head. g) At least one park position. If
only one is provided, it shall be at the extreme right rear of the
table. h) Automatic in-cycle wheel dressing routine. i) Manual
interrupt of the automatic cycle with return to programmed routine. 16.
The control panel shall include the following features, shall digitally
display axis position, auto-cycle settings including rough infeed, fine
infeed, spark-out,plunge increments, retract increment, and table
speed. 17. Shall have all operating controls necessary for manual and
automatic operation of the machine mounted at the front of the machine
for convenient operator access, and shall be clearly identified to
facilitate use. All parts subject to wear, breakage, and distortion
shall be accessible for adjustment, replacement and repair. 18. Shall
be fabricated such that all rotating dials and/or hand wheels, which
are used to position machine axes, shall be graduated in increments no
larger than 0.001 inch. Dial and hand wheel diameters shall be
permanently and legibly engraved or etched on a non-glare background
with graduations that can be read from the operator's normal position.
19. Shall accept, process, and display in either the U. S. Customary
system of units (US) or in dual US and International System of units
(SI). US or US/SI units shall be used to graduate measuring and
indicating devices such as scales, depth stops, carriage stops, dial
indicators, pressure gauges, temperature indicators, and other similar
devices. 20. Shall be fabricated such that all machine slide motions
are provided with a means of over travel protection to prevent damage
to the machine power feed and rapid traverse mechanisms in the event
the machine is inadvertently fed or rapidly traversed into an over
travel switch. 21. Shall be equipped with a central lubrication or
hydraulic/lubrication system with a means to ensure adequate oil
filtering and lubrication for all moving parts. Each lubrication or
hydraulic/lubrication reservoir shall be identified by type of
lubricant and shall have means for determining fluid level. All oil
holes, grease fittings, and oil reservoirs shall conform or be
otherwise compatible to S.A.E. Standards and be accessible for service.
The reservoir and pump (s) shall be separate from the machine and shall
be equipped with a temperature regulating system. Shall be equipped
with at least a 4 horse power motor. 22. Shall be equipped with covers,
guards, enclosures, and other safety devices for all parts of the
machine that present safety hazards. These devices shall not interfere
with the operation of the machine and shall be removable to facilitate
inspection, maintenance, and repair of the machine. 23. Shall have all
words on plates, panels, and charts in the English language.
Characters shall be engraved, etched, embossed, or stamped in bold face
on a contrasting background. 24. Shall be equipped with a pressurized
coolant system to include a coolant tank with a capacity of at least 80
gallons and a pump producing a flow rate of at least 30 gallons per
minute. The coolant tank and pump shall be separate from the machine.
25. Shall be capable of operating on 440-volt, 60-hertz, 3-phase power
available at the site and be in accordance with NFPA electrical
specifications. 26. Shall be equipped with at least a 2.000 inch wide
by 16.000 inch diameter grinding wheel, wheel flange with balancing
weights and a balancing arbor. 27. Shall be equipped with at least a 48
inch long by 20 inch wide electromagnetic chuck, chuck power supply and
control. The control shall have features that include variable holding
power and automatic de-magnetizing. 28. The Contractor shall furnish,
within thirty (30) days after date of contract award, sufficient
information to allow the Government to prepare the site. The Government
will bring the electrical and air service to within ten (10) feet of
the installed grinder. 29. The Contractor shall furnish, in addition to
the delivery of the grinder, two (2) sets of operation and maintenance
manuals. All software information required to operate/program/diagnose
the CNC unit, if so supplied, of the grinder shall be included. 30.
After completing a safety briefing at Langley Research Center, the
Contractor shall install the Grinder in building 1225, Room 106,
Langley Research Center, Hampton, VA. 31. The Contractor shall, w/in 3
days after installation, demonstrate that the Grinder is in accordance
with the above specifications and conduct a performance test consisting
of the following: the performance test shall consist of the 5-Block
test. The test material shall be supplied by the Contractor and be 4
inch square by 1 inch thick, 15-5 PH, stainless steel heat treated to
H 1025, 35-42 Rockwell c scale. One block shall be placed on each
corner of the (48 inch by 20 inch, minimum) magnetic chuck and one
block in the center of the chuck. After roughing passes, finishing
passes and spark out passes all blocks shall be parallel and measure
the same thickness within 0.0002 inch. 32. Within 3 days after the
performance test, the Contractor shall provide at least eight (8) hours
of basic training at the site. Training shall include set up,
operation, and programming of the automatic features of the Grinder for
at least five (5) technicians. This is a combined synopsis/Request for
Offer (RFO) for commercial items prepared in accordance with FAR
Subpart 12.6, as supplemented with additional information included in
this notice. This procurement is being conductedunder FAR Part 13.5.
This announcement constitutes the only solicitation; offers are being
requested and a written solicitation will not be issued. It is the
offeror's responsibility to download a copy of this RFO and to monitor
this site for the release of any amendments to this RFO. This RFO and
incorporated provisions and clauses are those in effect through FAC
97-10 as revised by FAC 97-07 Addendum. The SIC Code and small business
size standard are 3541 and 500, respectively. DPAS rating is D0-C9.

FAR 52.212-4 Addenda -- full text: YEAR 2000 COMPLIANCE (May 1998) (a)
"Year 2000 compliant," as used in this clause, means that the
information technology (hardware, software and firmware, including
embedded systems or any other electro-mechanical or processor-based
systems used in accordance with its associated documentation)
accurately processes date and date-related data (including, but not
limited to, calculating, comparing, and sequencing) from, into, and
between the twentieth and twenty-first centuries, and the years 1999
and 2000 and leap year calculations, to the extent that other
information technology (IT), used in combination with the information
technology being acquired, properly exchanges date and date-related
data with it. (b) Any IT provided and/or maintained under this contract
is required to be Year 2000 compliant. To ensure this result, the
Contractor shall provide documentation describing how the IT items or
services demonstrate Year 2000 compliance, consisting of standard
product literature or test reports. (c) The Contractor warrants that
any IT items or services provided under this contract that involve the
processing of date and date-related data are Year 2000 compliant. If
the contract requires that specific listed products must perform as a
system in accordance with the foregoing warranty, then that warranty
shall apply to those listed products as a system. (d) The remedies
available under this warranty shall include repair or replacement, at
no additional cost to the Government, of any provided items or services
whose non-compliance is discovered and made known to the Contractor in
