ACQUISITION MANAGEMENT SUPPORT II (TAMS 2). Sources are sought to
provide manpower support services in a variety of non-engineering
technical and acquisition management disciplines for Eglin AFB and
other locations as required. Functional area support required includes:
program management; logistics; financial, cost, and budget; information
technology; test and evaluation; acquisition security; database
applications, etc. The contracts will be structured as a three year
basic contract, with 2 one-year options: The estimated annual support
requirements is 350 man years (based on 1764 man hours equals 1 man
year). The contract type will be Cost-Plus-Award-Fee. The Government
anticipates awarding no more than two contracts, a Section 8(a)
set-aside and a Small Business set-aside within the requirements of SIC
code 8731 (1,000 people). Please state in your response whether you
qualify as a Section 8(a) contractor. Firms shall submit a statement of
capability in accordance with CBD Note 25. Synopsis responses will be
evaluated on the basis of demonstrated technical and management
expertise in performing manpower support contracts. This is not a
Request for Proposal (RFP) or an Invitation for Bid (IFB), and is not
to be construed as any commitment by the government. Closing date for
submission of qualification package is 15 days after the date of this
notice. An Ombudsman has been established for this acquisition. The
only purpose of the Ombudsman is to receive and communicate serious
concerns from potential offerors when an offeror prefers not to use
established channels to communicate his concern during the proposal
development phase of this acquisition. Potential offerors are invited
