Ketchum, Contracting Officer, SEA 02612, (703) 602-0951 The Naval Sea Systems Command intends to procure Scutter Countermeasures under a firm-fixed-price contract with Raphael USA Inc., 4455 Connecticut Avenue, N.W., Washington, D.C. 20008, under the Foreign Comparative Testing Program (FCT). The U.S. Navy has a requirement to test and evaluate U.S. weapons effectiveness against foreign countermeasure systems which necessitates the procurement of foreign manufactured countermeasures. The Base Year (Fourth Quarter of FY 99) estimated quantities include 10 test units and 40 re-use kits.
