comparison study is being conducted for grounds maintenance at Andrews
AFB MD, in accordance with OMB Circular A-76, Performance of
Commercial Activities. The 89th Contracting Squadron at Andrews AFB
anticipates issuing a Request for Proposal (RFP) using FAR Part 12
(Acquisition of Commercial Items) and FAR Part 15 (Contracting by
Negotiations). The estimated basic period of performance is December
2000 through September 2001, with four (4) annual option periods. The
anticipated timeframe for issuing the solicitation is October 1999. Any
resulting contract will be firm-fixed priced. The Standard Industrial
Classification (SIC) code is 782. The small business size standard is
$5 million annual gross revenue for the last three fiscal years,
including foreign and domestic affiliates. Contractor shall be required
to provide management, tools, supplies, equipment, and labor necessary
to ensure quality work performance at Andrews AFB on-base and off-base
locations as designated in applicable appendices, maps, and site plans
to be attached to RFP. Performance will be in accordance with (IAW)
maintenance standards and guidelines established by Industry (e.g., the
Professional Grounds Management Society (PGMS), the National Aborist
Association, and the local county extension office). The contractor
must comply with applicable Federal and State laws as well as all
policies and standards of Andrews AFB MD. The irrigation system will be
properly maintained IAW manufacturer's recommendations. The contractor
will maintain grounds up to buildings as designated. The appearance of
the grounds, landscapes and routes play a major role in shaping lasting
perceptions of Andrews AFB. Therefore, it is deemed highly important
that maintenance of grounds, routes, and landscapes reflect a high
level of professionalism at all times. The Contractor's staff must be
fully trained, certified, professional, and customer-service oriented,
consistently providing service "with a smile." The contractor is
expected to PARTNER with the Andrews AFB community in continuously
improving the quality of programs and services offered to customers.
Respondents must identify expertise in the above functions by
submitting a capability statement, which addresses past performance and
similar work, if any, for the last two years. Additionally, respondents
must identify their business size, provide an estimated percentage of
subcontracting opportunities, and identify the business size of
