The Product Manager, Physical Security Equipment (PM-PSE) is conducting a market survey to identify a portable vehicle barrier to address operational deficiencies in anti-vehicular obstacle capabilities throughout the Department of Defense (DoD)/ Military District of Washington (MDW) installations. The system envisioned is completely portable and will stop vehicles from entering protected areas. The portable barrier will make use of newly available and future technologies to provide alternatives for enhancing the security and safety of property and personnel, and will be used in conjunction with other normally employed security measures. The final objective is the identification of a temporary vehicle barrier that will meet DoD requirements. The required operational performance parameters for the portable vehicle barrier are: . Self-contained system capable of being towed by an M35A2 truck. Provides its own power supply for normal operations; and includes a manual mechanism capable of overriding the powered mechanism. Meets Impact Condition Designations K4/L1. Stops a 15,000 pound vehicle traveling at 30 miles per hour, within 50 feet of impact (minimum performance standard). Requires less than 30 minutes for set-up or break down by two personnel. Possesses a tongue weight not greater than 500 pounds. Does not require physical attachment to road surfaces. Does not exceed 23 feet in length or 8 feet in width for towing purposes. Does not exceed 10,000 pounds in gross weight. Operates in temperatures from basic hot (86 F -110 F) to basic cold (-5 F to -25 F). Based on these minimum requirements, PM-PSE is interested in all products which satisfy, or can satisfy after product testing, the above requirements. Interested parties are encouraged to respond to this market survey and send hard copy, and if available video (VHS format), information on their relevant and specific products, capabilities, qualifications, and test reports to: Product Manager, Physical Security Equipment, ATTN: AMSEL-DSA-PSE (Jerry Edwards), 5900 Putman Road, Suite 1, Ft. Belvoir, Virginia 22060-5420. Information must be received at PM-PSE not later than the close of business on April 16, 1999. This effort is being managed by PM-PSE under its mission to perform research, development, and acquisition, and to perform commercial product evaluation of Physical Security Equipment within the purview of the Army pursuant to DoDD 3224.3. Mission Needs. The solution should be intrinsically safe to any personnel installing it and should be available for demonstration and purchase within 90 days of vendor notification.
