SOURCE: The U.S. Army Soldier and Biological Chemical Command has a
requirement, and intends to award a sole source contract, for research,
analysis and technical support for various specific soldier
technologies necessary for the creation of a fieldable, deployable data
transmission and communications system that is capable of meeting the
goals and mission needs of the Chemical Biological Incident Response
Force (CBIRF), Force Protection, and other users. In addition, the
Government requires design and implementation support for a test
facility that will be used to enable evaluation of the aforereferenced
soldier technologies. Both of these requirements are in support of the
Defense Advanced Research Projects Agency (DARPA) and Soldier and
Biological Chemical Command (SBCCOM) cooperative program for the
development of lightweight advanced electronic components for soldier
systems. SBCCOM intends to award this sole source contract to
Unconventional Concepts, Incorporated, a small business located in Mary
Esther, Florida. Of particular interest are this company's unique
knowledge, experience, and expertise in international technologies
related to land mines, explosives and unexploded ordinance. The period
of performance is twelve (12) months, the effort is estimated to total
approximately twenty-five (25) to fifty (50) percent of one man-year,
and the support shall include: technical review of advanced war-fighter
technologies and their operational environments, identification and
assistance in technology transfer opportunities, evaluation/comparison
of military-unique technologies to commercial technologies, process
engineering support in prototyping methodology and operations
improvement, technical liaison support, and other related areas of
support. No solicitation for the effort exists. Responses to this
notice received no later than 12 May 1999 will be considered. The
