combined synopsis/solicitation for commercial items prepared in
accordance with the format in the Federal Acquisition Regulations (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. This announcement constitutes the only solicitation;
quotes are hereby being requested and a written solicitation will not
be issued. The solicitation number is N66001-99-Q-0028. The
solicitation is being issued as a Request for Quotations (RFQ).
Pursuant to the authority of FAR 13.5, this acquisition will be
conducted using Simplified Acquisition Procedures. The incorporated FAR
and DoD FAR Supplement (DFARS) provisions and clauses in this RFQ are
those versions in effect on the date of issuance of this RFQ, FAC
97-10. This procurement is not restricted to small business. The
associated SIC code is 3699 (number of employees 750). The award
resultant from this RFQ will be a Firm Fixed-Price contract. Contract
Line Item Number CLIN 0001AA: Electronic Power Supply, +12 volts at
1amp maximum (as specified) -- Quantity of 120. CLIN 0001AB:
Electronic(Triple Output) Power Supply, +12 volts at 1 amp maximum (as
specified) -- Quantity of 60. CLIN 0002AA: Electronic Power Supply, +
and -5 volts at 1.25 amps maximum (as specified) -- Quantity of 60.
CLIN 0002AB: Electronic Power Supply, +12 volts at 1 amp max, and +/-5
volts at 1.25 amps max (as specified) -- Quantity of 60. Our intention
is to order the combination of CLIN 0001AA and CLIN 0002AA or CLIN 0001
AB and CLIN 0002AB, whichever is most advantageous to the Government
utilizing the evaluation factors below. . 1.0 BACKGROUND. The Space and
Naval Warfare Systems Center San Diego (SSC-SD) will procure the items
above to support the NAVSSI system which is an integrated GPS
navigation system for navy ships. 2.0 SCOPE. The scope of work is to
provide power supplies to meet the specification. 3.0 TECHNICAL
REQUIREMENTS. Note: GPS Power Supply Specifications . The following are
requirements for a GPS Power Supply. Output Power: 12 Volts at 1 amp
(CLIN 0001AA and CLIN 0001AB), dual 5 volts (or +/- 5 volts) at 1.25
amps (CLIN 0002AA), and +12 volts at 1 amp max and dual 5 volts at 1.25
amps max (CLIN 0002AB). Note the only difference between CLIN
0001AA/0002AA and CLIN 0001AB/0002AB is the triple output. Set Point
Accuracy: 1%, maximum at 25 C. Output short circuit protection:
Continuous, automatic recovery when short circuit is corrected. PARD
(Noise and Ripple: 25mV rms., 100 mV P-P for 5 V output, 50 mV rms.,
200 mV P-P for other outputs. Line Regulation: 0.5% maximum at constant
load for normal line (103-127 VAC), 5% maximum for worse case line
(92-138 VAC for 2 seconds). Load Regulation: 0.5% maximum at constant
line. Temperature coefficient: 0.02%/degree C maximum over entire
temperature range. Load transient recovery: output returns to
regulation limits within .5 msec after 50% change in load current. Load
transient overshoot: 0.5V maximum. Normal AC Input: 103 to 127 VAC,
47-440 Hz single phase. Worse Case AC Input: 92 to 138 VAC for two
seconds per MIL-STD-1399-300A (output regulation may degrade but must
recover to full specification when the input returns to the normal
range.) Input transient protection: 180 VAC for 0.1 second and
MIL-STD-1399-300A (note: supplier shall state if external transient
protectors are necessary). Temperature: -40 to +85 C operating (must be
stable to -55 C but does not have to meet full specifications below -40
C). -55 C to +85 C storage. Vibration: 4 Hz to 50 Hz per MIL-STD-167-1
notice 1 for mast mounted equipment. The complete system will be
tested to the displacement listed in table II. Shock: 9 hammer blows as
specified in MIL-S-901D, Type A, Grade A, Class I. The complete system
will be tested on the lightweight shock machine. Electromagnetic
Interference: EMI/RFI filters shall be provided to reduce conducted and
radiated emission and susceptibility. Connections: D-Subminiature
connector. Size: 3" x 3.5" x 1" maximum not including the connector If
the offer includes a triple output supply inplace of item 2 as
specified in the description, this size may increase. Include FOB
Destination cost and Unit Price Information. DELIVERABLES. Desired
Delivery schedule: If CLIN 0001AA (120 units) and 0002AA (60 units) are
proposed, 20 units of CLIN 0001AA and 10 units of CLIN 0002AA will be
delivered by April 22, 1999; 40 units of CLIN 0001AA and 20 units of
CLIN 0002AA will be delivered by May 15, 1999; and 60 units of CLIN
0001AA and 30 units of CLIN 0002AA will be delivered by June 13, 1999.
If CLIN 0001AB (60 units) and CLIN 0002AB (60 units) are proposed, 10
units each will be delivered by April 22, 1999; 20 units each will be
delivered by May 15, 1999; and 30 units each will be delivered by June
13, 1999. Note: The dates provided are desired; quoters must propose a
delivery schedule based upon the number of units provided above. The
deliverables are to be delivered to: SSC-SD, 53560 Hull Street, Tom
Weiner Code D895, Building A35, Room 129. The FAR provision at 52.212-1
"Instruction to Offerors -- Commercial" applies to this acquisition.
Award will be made to the source whose quote is the best value, not
necessarily the lowest price. EVALUATION: (a) The Government will award
a contract resulting from this solicitation to the responsible offeror
whose offer conforming to the solicitation will be most advantageous
to the Government, price and other factors considered. The following
factors shall be used to evaluate offers: (1) How close the Proposed
Delivery Schedule is to the desired; (2) Electrical and Environmental
Characteristics (per the specification), in addition, quoters shall
explain how electromagnetic interference will be controlled; (3) Size
of the mount in the approximate position; and (4) Price. In addition,
quoters shall provide a completed copy of the FAR provision at 52.212-3
and the DFARS provision at DFARS 252.212-7000 (both are Offeror's
Representations and Certifications -- Commercial Items) with their
