E-MAIL: gweber@spk.usace.army.mil, gweber@spk.usace.army.mil. PROJECT TITLE: War Readiness Assets Warehouse, Hill AFB, Utah. This proposed contract is 100% set aside for firms under the 8A program. JOB DESCRIPTION. The project will provide a Standard Tank Rack Adapter Pylon Package (STRAPP) storage and processing facility (approx. 2,400 SM) that is located in close proximity of the airfield. The facility will also function as a trining and support facility to train and process units that will deploy from Hill AFB under preacetime exercise and wartime conditions. The project includes foundation, slab on grade, masonry and metal walls, standing-seam Metal roofing, lean-to office area, interior finishes, HVAC, associated utilities, site improvements, and pavements. The facility will not be landscaped. The project will also include fire protection, EMCS, and all necessary features (interior and exterior) to yield a complete and useable facility for its intended use. The project is located within the airfield security fence line access is controlled. The project will be a design build project. The Design-Build Contractor will be required to perform a GEOTECHNICAL investigation yielding a GEOTECHNICAL report that will be used as a basis for design. Likewise, the D-B Contractor will be required to perform a topographical survey; also a basis for design. The contract will proceed as follows: (1) Perform design (no construction allowed during this period). Design performance will include two submittals (a conceptual and a final) each for review purposes. The design will culminate in a complete design with submittals. (2) Following design (and upon Contracting Officer approval to proceed), construction will occur. SELECTION OF A D-B CONTRACTOR: The D-B Contractor will be selected through the use of a source selection process. This process will require the interested D-B Contractors to submit proposals discussing such items as their experience on similiar type, size, complexity projects individually as a designer, individually as a construction contract, and jointly as a Design-Builder Team. Their organization, and key personnel qualifications and a separate cost proposal. The cost proposal will weigh heavily on the selection of the successful D-B Contractor. Competition for this procurement is limited to 8(a) firms which have the SIC code 1541 among their approved SIC codes. The size standard for this SIC code is $17 Million. This procurement is restricted to 8 (a) firms listed with the Utah District Office of the Small Business Administration. DESIGN/BUILD: This is a design/build project; the offeror chosen will complete the design and construct the facility. REQUEST FOR PROPOSAL. The acquisition method is negotiated procurement. A technical and cost proposal will be required. Evaluation by the Government will result in selection of firm that represents the best value to the Government. Estimated cost is between $1 Million and $5 Million. CD-ROM: This project will provide plans and specifications using CD-ROM. All requests for the bidding documents must reach this office by the CUT OFF DATE of 4/9/99. Orders received beyond the CUT OFF DATE will not be honored. Plans and specifications on CD-ROM will be mailed out on or about 4/13/99.
