The U.S. Environmental Protection intends to award a purchase order under simplified acquisition procedures to the Catalyst Consulting Team, 6900 Wisconsin Ave., Suite 604, Bethesda, MD for facilitation and team building assistance for a new Microbiology Team within the Health and Ecological Criteria Division of the Office of Water. Catalyst Consultants initially provided team building assistance toward the development of the Microbiology Team and as such process the continuity and necessary background knowledge to assist the Microbiology Team in the final stages of team development. Assistance includes such team development activities as coordination, communication, customer service, implementation and evaluation. Catalyst Consulting is knowledgeable of the current team structure, management roles, and other team building issues associated with the Microbiology Team. The EPA has identified Catalyst Consulting as the only firm with the necessary background knowledge and expertise to perform the tasks within the prescribed time frame, i.e., FAR 6.302-1 "Only one responsible source and no other supplies or services will satisfy Agency requirements".
