Norfolk Detachment = Philadelphia on=20 behalf of the Naval Supply
Systems Command and The Naval Air Systems = Command=20 intends to
procure on a full and open competitive basis an Aviation = Supply=20
Chain Management & Maintenance Management Business Process =
Reengineering (BPR)=20 study as one (1) part of six (6) Department of
the Navy Enterprise = Resource=20 Planning (ERP) initiatives. The
primary objective of the study is to = determine=20 how to best support
the war-fighter and make optimum use of limited = support=20 resources
by leveraging information assets. The Statement of Objectives =
(SOO)=20 for the Navy includes the following: (1) how to best integrate
and = coordinate=20 Navy supply chain and maintenance processes; (2)
how to enhance and = integrate=20 the Navy=92s ability to manage and
control supply chain and maintenance = processes, products, services
and information from end to end; (3) how = to opti mize inventory
levels to provide effective readiness at the best value. = It is=20 the
Navy=92s desire to have the successful best value contractor = provide
a=20 process assessment, an Activity Based Costing (ABC) model,
process = flow,=20 metrics, business case analysis (BCA) and
recommended ERP solution = criteria in=20 reference to the
aforementioned study. It is also the objective of the = Navy to=20 have
the successful contractor team with a leading ERP software = provider
to=20 generate a software solution and conduct a pilot program on the
E-2 = Aircraft=20 and LM2500 Gas turbine Engine programs. As this is
one (1) of six (6) = pilot=20 initiatives being conducted by the Navy,
the pilot program will be = assessed at=20 completion as to the
potential for wider Navy implementation.=20 It is intended to award a
Cost Plus Fixed Fee (CPFF) type contract = based on=20 best value to
the Government. Technical submissions will include the = use of=20
written proposals and oral presentations and will be based on the =
following=20 factors: Corporate Experience, Past Performance, Technical
Approach, = Management=20 Approach and Personnel Resources. Offerors
will be required to = demonstrate the=20 following: history,
organization, qualifications and work experience = within the=20 last
ten (10) years as they relate to the requirements of the SOO; =
resources to=20 support global deployment; and a track record of major,
multiple ERP=20 implementations, preferably with more than one vendor.
As part of the proposal, contractors must clearly demonstrate to the
= Navy the=20 best method of achieving and accomplishing the SOO,
including = standards, which=20 may measure the level of the
