being sought for services to aid training students in Aircraft Flight
Controls at the Air Force Flight Test Center, Edwards AFB CA. The
services shall include: Class presentation of flight control theory;
Class preparation of instructive materials; Analysis of TPS data
reduction techniques; Analysis of individual flight control problems;
Preparation of appropriate user manuals and training documents;
Instruction pertaining to the modification, upgrade, and expansion of
existing TPS capabilities; Systems hardware and software development
for flight controls systems curriculum development; Interface the High
Plains Engineering Model 610-Flight Control System test stand with
aircraft used by TPS; Modify the software on the Model 610 for specific
tests; Operational support of the Model 610 during student tests.
Simulation Services include: Class instruction on simulation types,
uses, and limitations; Class preparation of instructive materials;
Instruction pertaining to the modification, upgrade, and the expansion
of existing government simulation capabilities; Analysis of
aerodynamic data for simulation purposes. Flight Test Data Reduction
services that enhance the TPS capability to process and display data
developed from flight test maneuvers include: Expertise on overall
software architecture, objectives, and the requirements for data
reduction software; Flight data acquisition, management, and analysis;
Development of processing equations and algorithms; Development of
frequency response software; Design of data presentation displays;
Preparation of programmer and user manuals. Aircraft Handling Qualities
include: Class presentation of handling qualities; Class preparation of
instructive materials; Analysis of TPS data reduction techniques;
Analysis of individual handling qualities problems; Preparation of
appropriate user manuals and training documents; Instruction pertaining
to the modification, upgrade, and expansion of existing TPS
capabilities. Period of performance will be from 1 Jun 99 through 30
Sep 99, with four one-year options. The SIC Code is 8299. Size standard
is $18.5M. The Government considers this requierment to be that which
can only be accomplished by one known source. In order for the
Government to ascertain the sole source or competitive nature of this
acquisition all interested offerors are requested to provide adequate
information relative to their capabilites to perform the aforementioned
tasks, to include relevant past performance information. Responses to
this notice are required by 12 Apr 99. Information received will only
be used to determine the appropriate acquisition strategy. Telephone
