512-326-6242 The Department of Veterans Affairs (DVA), Austin
Automation Center (AAC), Austin, TX intends to procure from Eclipsys
Corporation, software maintenance for the Eclipsys Transition II
software used by the Veterans Health Administration (VHA) for its
Decision Support System (DSS)using FAR Part 12 procedures. This
contract must provide software maintenance services to include: 1.
Periodic functional upgrades to the software and maintenance releases;
2. Support of the VHA sponsored internal DSS Help Desk; 3. Software
customization requests; 4. Provision for expert consultation on TII to
the Education and Training Service of the Office of the VHA ACIO for
Implementation and Training for development of training and
documentation materials for internal VA TII training; 5. Support of the
DSS Data Systems and Development Group with internal VA maintenance,
development, and periodic changes required for the integration of VHA
data systems into the TII software; 6. Consultative support of the DVA
AAC group charged with supporting all mainframe operations related to
the software. These functions include, but are not limited to, the
following: a. Pretesting of all database and application upgrades and
maintenance releases; b. Establishment and maintenance of all
production, test, and training regions; c. Twenty-four hour coverage of
processing problems; d. Development of specialized routines and
processes. 7. Support of VHA committees charged with the oversight of
the DSS application. This will include attendance at meetings,
generation of reports, and other specialized assignments as directed;
8. Technical Support of daily conference calls between the VA DSS Data
Systems Development Group and the AAC Group; 9. The software warrantee
precludes changes to the TII software by any entity other than Eclipsys
Corporation. Activities described will require the provider of these
services to have the right to change software code either to correct
software problems, or to alter the software to accommodate changes
resulting from requirement unique to the VA, or to create changes in
functionality required by the VA. The provider of the required software
must currently have extensive knowledge of the VA Transition II
Decision Support System; the specific VA customized code sets; and the
VA data systems, which provide data to DSS. It is anticipated that a
1-year firm fixed price contract with four 1-year options will be
awarded. See Note 22. All responses from responsible sources will be
considered. Responses must include sufficient documentation to allow
this office to evaluate the possibility of your firm to submit a valid
proposal. The determination to open competition based on responses
received is solely within the discretion of the Government. If a
solicitation is issued, no additional synopsis will be published. All
responses must be submitted in writing within 5 calendar days of
