is seeking sources interested in the privatization (ownership) of the
U.S. Army-owned natural gas, electric, potable water and wastewater
systems at Defense Supply Center-Columbus (DSCC or Center), OH. The
scope of this initiative involves the purchase, ownership, maintenance
and operation of the above-mentioned utility systems. The contractor
shall manage the maintenance, repairs, replacement, capital for
additions, etc., of the utility systems to ensure adequate and
dependable service to all Government connections, and environmental
compliance in a cost effective manner. Respondents are requested to
submit letters of interest by April 30th, 1999. DSCC is located within
the cities of Whitehall and Columbus, six miles east of the geographic
center of Columbus, Ohio. The site is bounded by Broad Street (State
Route 16) on the south, James Road on the west, Yearling Road on the
east, and by the Conrail tracks to the north. DSCC covers 550 acres and
has about 2.7 million gross square feet of office space, 4.09 million
gross square feet of warehouse space and 5.1 million gross square feet
of open storage. There are approximately 100 buildings, serving a
total population of roughly 5,177 (October 1998) and anticipated
increasing to 6,912 people by early part of year 2000. DSCC currently
purchases natural gas through Defense Energy Supply Center; it is
transported by Columbia Gas of Ohio, Inc. Electricity is purchased from
American Electric Power (AEP), and the City of Columbus provides Water
and Wastewater services. The DSCC-owned gas system is supplied at the
metering point in the area of the driving range and serves only a
small portion of the Center. The natural gas is distributed in this
area by approximately 8,800 linear feet of polyethylene and black iron
pipes and serves approximately 13 buildings. The rest of the area in
DSCC is serviced by main lines owned and operated by Columbia Gas of
Ohio, Inc., and is not included in this proposal. DSCC currently
purchases electrical power at 138 kV, from a single primary delivery
point near the northeast corner of the Center. DSCC owns and operates
an electrical utility system consisting of one 138-kV distribution
substation, approximately 13.0 circuit-miles of 13.2-kV overhead
primary distribution line, approximately 6.7 circuit-miles of 13.2-kV
underground primary distribution line and approximately 416 street
light fixtures. The Main Substation is supplied from AEP's 138-kV
transmission line. It consists of two 138-kV transmission line
terminations, two 20-MVA 138-13.2-kV LTC (load tap changing) power
transformers, and seventeen 15-kV metal-clad circuit breakers. It is a
conventional, outdoor, air-insulated substation configured in a
double-ended main bus arrangement. This substation provides voltage
regulation, control, and over-current protection for eight 13.2-kV
distribution feeders and includes four spare circuit breakers for
future feeders. The majority of the distribution circuits are
configured with loop tie switches to neighboring circuits.The
distribution system is composed primarily of overhead, pole-line
construction (which is conventional, wood pole, open wire construction)
with pole-mounted transformer banks. However, there is also underground
primary construction (utilizing duct type construction practices and
pad-mounted transformers). The underground primary facilities are
generally arranged in a looped configuration. DSCC's potable water
distribution system connects to the City's water system at three
locations and provides water service (potable, fire protection system
requirements, etc.). One of the three is a 12" connection to the City's
42" main along Maryland Avenue. The second is near the intersection of
James Road and Washington and connects to the City's 8" main along
James Road. The third connection is to the City's 12" main along
Yearling Road. The DSCC water service is a looped distribution system
consisting of approximately 83,900 linear feet of predominately cast
iron water mains, with some ductile iron and PVC piping, ranging in
size from 6 inches to 12 inches in diameter. There are approximately
175 valves, 76 post indicating valves and 208 fire hydrants. The
wastewater collection system at Defense Supply Center-Columbus consists
of approximately 37,900 linear feet of piping, ranging in size from 4
to 18 inches, two lift stations, and approximately 151 manholes. All
sewage generated on the Center is transferred to the City of Columbus
treatment facilities for treatment. The Center connects to the City's
24-inch main line along James Road at six points. Privatization is a
process by which the Government sells its utility systems to a private
entity and contracts with the entity to own, operate, maintain and
improve the utility systems as commercial systems. The contract for the
operation of the system is considered a utility service contract with
an initial term of 10 years. Letters of interest shall include but not
limited to the following: (1) A brief company profiles. (2) Statement
demonstrating capability and experience in ownership, operation and
maintenance of similar utility systems. (3) Statement detailing the
legal right to serve, own, operate, and maintain utility systems within
state laws and an understanding of any applicable federal, and local
utility laws, regulations or franchise requirements and capability to
comply with such requirements. (4) Statement detailing the
understanding of federal, state and local environmental laws and
regulations. Elaborate proposals or pricing information are not
required nor desired at this time. A decision to issue a subsequent
solicitation will be made based upon the results of this request.
