253-967-2151 ext 210 This notice is for a fixed and indefinite
delivery/quantity contract (IDIQ) for loading and hauling trash, refuse
(includes municipal solid waste) and garbage from the Fort Lewis
transfer station (now under construction) and the Fort Lewis Recycling
Center located at the closed Fort Lewis landfill. Daily hauling weight
is an average of 175 tons of compacted material per calendar day. The
contractor will be required to furnish their own containers and may be
required to provide a portable backup compactor. When the Government
compactor is inoperable, the uncompacted material obtained from the
Recycling Center must be taken by the contractor directly from the
Recycling Center belt. Location map, Recycling Center and Transfer
Station details will be provided with the solicitation. Refuse will
include tires, ash, construction and demolition debris, other items are
considered trash and garbage. Special material for disposal such as
landscape material, petroleum contaminated soil, asbestos, lead paint
and others may be ordered by separate IDIQ contract line item numbers.
The Fort Lewis Transfer Station and the Recycling Center accept
material from Fort Lewis, Madigan Army Medical Center, McChord Air
Force Base and American Lake Veteran's Administration Hospital. The
basic contract shall be awarded to the lowest, technically acceptable
proposal. The Contractor may subcontract out for specialty work, such
as equipment repairs and other work. The Contractor shall furnish all
materials, equipment, transportation, supervision and labor necessary
to accomplish the work. The contract period consists of a Base Period
(1 October 1999 through 30 September 2000) with four one-year option
periods. The proposed procurement listed here will be issued as
unrestricted. The size standard is any concern including its affiliates
with an average annual sales or receipts for its preceding three fiscal
years not in excess of $6 million, SIC Code: 4953. To obtain a copy of
