COMMERCE BUSINESS DAILY ISSUE OF MARCH 22,1999 PSA#230799 -- FIRE ENGINEERING TECHNICAL SUPPORT SERVICES This is a combined
synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation. Proposals are being requested and a written
solicitation will not be issued. This Request for Proposal (RFP)is
identified by No. BEP-99-27. This solicitation document and
incorporated provisions and clauses are those in effect through Federal
Acquisition Circular 97-10. This acquisition is a 100% Small Business
Set-Aside. The resultant contract will be a firm-fixed price,
indefinite delivery type. The contract period of performance will be
one (1) base year plus three (3) option years. Statement of Work -- The
Contractor shall provide all labor, materials and equipment for fire
engineering consultation pertaining to the design, review, inspection,
maintenance and testing of fire protection systems and fire protection
practices at the Bureau of Engraving and Printing (BEP). The fire
protection system at BEP is twelve (12) years old. A licensed fire
protection engineer is required to perform this work. Applicable
Documents -- The following list includes the primary reference
documents that apply to this project. The Contractor shall use
additional documents, as required, to support all analyses and
recommendations presented to the Government. The Contractor shall
identify the section(s) of all documents used in the analysis and
recommendations. (a) Federal Regulations-Code of Federal Regulations,
Titles 29, 40 and 49; (b) National Fire Protection Association (NFPA)
Nos. 1, 13, 14, 20, 25, 30, 45, 49,70, 72, 80, 92A, 170, 231, 321, and
325; (c) American National Standards Institute (ANSI) Nos. A17.1 and
S3.41; (d) American Society for Testing and Materials (ASTM); (e)
Building Officials & Code Administrators (BOCA); (f) the BOCA National
Fire Prevention Code; and (g) United Laboratories, Inc. (UL).
Requirements -- The Contractor shall meet the following in performance
of these services: The Contractor shall provide a minimum of two (2)
Licensed Fire Protection Engineers (LFPE) as Key Personnel available
for these services. The Senior LFPE shall have a minimum of five (5)
years practical experience working with fire protection systems and
assemblies that were at least twelve (12) years old. The practical
experience shall be in the areas of design, review, inspection,
maintenance or testing related to fire protection systems and
assemblies that were at least twelve (12) years old. The Junior LFPE
shall have a minimum of two (2) years practical experience in fire
protection engineering. The Contractor shall not assign a non-licensed
engineer, Engineer-in-Training or technician to this project unless
under the supervision of the Senior LFPE. The Contractor shall provide
drawings that are formatted for use by MicroStation 95 software and
all reports shall be formatted for Word 97. These services will be
requested by call order from the BEP Fire Safety Staff and the
Contractor shall keep a log record of all call orders. The Contractor
shall perform fire structural analysis, fire alarm system analysis and
electrical analysis for the fire safety features; chemical analysis
for fire safety features of chemical processes, equipment, material and
procedures; and an analysis of fire safety practices and/or procedures
at the BEP and any additional fire safety analyses as needed.
Deliverables -- The Contractor shall provide the following to the BEP:
Invoices -- The Contractor shall list the service sheet call order
number(s) on each invoice submitted for payment. A copy of the service
sheet shall be on file with the BEP Fire Safety Staff. Reports -- The
Contractor shall submit twelve (12) hard copies and one (1) copy on a
3-1/2 inch computer disk of all reports to the Fire Safety Staff
within 30 calendar days of the completion of any survey. Drawings --
The Contractor shall submit one (1) original print, twelve (12) copies
of all drawings, plus one (1) copy of the CAD drawing(s) on 3-1/2 inch
floppy diskettes within 30 calendar days of the completion of any
survey. The Contractor shall provide a preliminary report within 72
hours of accepting a task assignment. Prospective Contractors are
requested to submit a technical proposal that clearly describes their
ability to perform the required services, a listing of labor
categories, proposed hourly rates and indirect costs, and a completed
FAR Part 52.212-3, Offeror Representations and
Certifications-Commercial Items with their proposal. Proposals will be
evaluated on a Pass/Fail basis. Comparative evaluation procedures will
be used to make the final award decision. Proposals will be evaluated
in accordance with the following criteria: (i) Management Capabilities
-- Offerors must demonstrate management's ability to successfully meet
the requirements of this effort. (ii) Key Personnel -- Offerors shall
submit resumes on personnel scheduled to perform under this project.
(iii) Timeliness -- the offeror must demonstrate his ability to respond
within twenty-four (24) hours of receipt of a call order. (iv) Past
Performance -- Offerors shall provide three (3) references and
telephone numbers of customers for whom they have provided services
that are similar in size and scope. Award will be made to the offeror
whose proposal is the most advantageous to the Government. Offerors
submitting proposals are reminded that this is an informal process and
no competitive range will be determined. Personnel working on this
contract will be required to obtain security clearances. The following
FAR clauses are applicable to this acquisition: 52.212-1; 52.212-2;
52.212-3; 52.212-4; and 52.212-5. Additional applicable clauses shall
be incorporated in the contract prior to award. Proposals shall be
mailed to the Bureau of Engraving and Printing, Office of Procurement,
Room 705A, 14th & C Sts., S.W., Washington, D.C. 20228-0001, Attn:
