POC Harold Miles (Contract Specialist) 202/512-3607 The U.S. General
Accounting Office (GAO) is seeking a contractor to provide Information
Technology Labor Support services. The GAO supports its administrative
functions largely through the use of Commercial Off-the-Shelf Software
(COTS) or systems run by other government agencies which are operated
on mainframe hosts external to GAO. Over the years, a significant
number of network-based or standalone applications have been developed
which are ancillary to these major systems. These smaller systems have
been developed, maintained and operationally supported by resident
contractors. A small core staff is needed for timely support of
maintenance and operational requirements with additional staff brought
in to supplement the core staff as needed for development or major
enhancement projects. The applications within the scope of this
requirement include, but are not limited to: Payroll/Personnel
Ancillary Systems, Mission and Assignment Tracking System and Ancillary
Systems, Human Resources Management and Ancillary Systems, Procurement
and Contract Management System, OIL Journal System, Integrated Reports
Distribution System, PCTrack Job Tracking System, FMS Extract System,
JIS Text Search Tool, Fraud Net, and others. All services provided
under this contract are to be performed on-site in GAO's Washington
offices. However, occasional travel to regional offices may be
required. Typical labor categories to be required include: 1)
Management and Administration -Contract Manager, Administrative Staff;
2) Systems Analysis -- Senior Systems Analyst, Systems Analyst; 3)
Programming -- Senior Programmer, Programmer, Junior Programmer; 4)
Computer Operations and Support -- Operations Manager, Senior
Operations Support Specialist, Operations Support Specialist, Senior
Operations Technician, Operations Technician; and 5) Other --
Application Data Base Administrator, Information Engineering (IE)
Specialist, Technical Writer/Editor, Senior Programmer/Analyst
(Client/Server). The estimated level of effort for this requirement is
approximately 13 FTE per year. GAO expects to award a fixed rate
Indefinite Delivery/Indefinite Quantity (IDIQ) contract for this
