ACKNOWLEDGED. NSWC/IHD shall not receive or accept any form of
electronic or faxed proposals as a result of this synopsis and
solicitation. All proposals must be received in hard copy and are
subject to FAR Clause 52.215-1, Instructions to Offerors Competitive
Acquisition (OCT 1997). Note: all offerors will be ineligible for award
unless they have registered in DOD's Central Contractor Registration
database. Offerors and contractors may obtain information on
registration and annual confirmation requirements by calling
1-888-227-2423, or via the Internet at http:///ccr.edi.disa.mil. The
government intends to award a firm-fixed price contract to design,
build, equip and start up the Continuous Processing Scale-UP facility
at The Naval Service Warfare Center (NSWC) Indian Head Division. The
prime contractor shall be responsible for the design; construction;
purchase and installation of equipment; start-up; and maintenance of
the facility after start-up (a turn-key facility). This facility will
be used to develop continuous processes for producing pyrotechnics,
explosives, propellants, and other energetic materials. The proposed
facility is intended to capitalize on the advances that have been made
in the continuous processing of energetics. It is envisioned that this
facility will be able to provide the capability and flexibility to
produce a wide variety of energetic products, continuously at a maximum
rate of 600 lbs/hr. These products will include extruded and
co-extruded products as well as castable slurries. A pre-proposal
conference and site visit shall be conducted after issuance of the
solicitation, further details will be provided in the solicitation. Any
solicitation materials not made available electronically in the
solicitation shall be provided during the pre-proposal conference.
Source selection shall be based on best value criteria. The evaluation
factors for source selection in order of importance are: 1. Offeror
Submission Acceptability; 2. Offeror Promised Value; 3. Offeror
Capability; 4.Cost / Price. The estimated award date is 30 September
1999 with the facility required to be operational by 1 July 2002. Any
