upgrade to NSOM from ThermoMicroscopes. In Accordance with note #22,
NASA/MSFC plans toobtain a NSOM upgrade. The upgrade consists of : 1.
AURORA TUNING FORK UPGRADE -- MUST FUNCTION WITH EXISTING AURORA
NEAR-FIELD SCANNING OPTICAL MICROSCOPE, THE NEW HEAD MUST CONTAIN
TUNING FORKS OPERATING AT 100 KHZ, ACCEPT FIBER PROBES WITH INTEGRATED
TUNING FORKS, MUST ASSURE OPTICAL RESOLUTIONS BETTER THAN 50NM IN BOTH
TRANSMISSION AND REFLECTION MODES, MUST INCLUDE ONSITE INSTALLATION AND
TRAINING 2. AURORA OPTICAL FIBER NSOM PROBES WITH INTEGRATED TUNING
FORKS, with a NOMINAL 50 NM APERTURE 3. LOCK-IN AMPLIFIER, MUST
FUNCTION WITH THE ITEM 1 AURORA TUNING FORK UPGRADE, BE A DUAL PHASE
DIGITAL LOCK-IN AMPLIFIER, OPERATE OVER A FREQUENCY RANGE OF 1 MILLIHZ
TO 120 KHZ, AND HAVE VOLTAGE SENSITIVIES DOWN TO 20 NV, AND CURRENT
SENSITIVITIES TO 20 FA. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
the items from Thermomicroscopes under procedures identified in FAR
APrt 12. This is being acquired from Thermomicroscopes due to the
upgrade having to be compatible with the existing NSOM system which was
obtained from Thermomicroscopes. This proposed action is for materials
for which the government intends to solicit and negotiate with only
one source under the authority of FAR 6.302. The Government intends to
acquire a commercial item using FAR Part 12. Interested firms have
until March 25th, 1999, 4:00 PM CST to submit in writing to the
identified point of contact, their qualifications/capabilities. Such
qualifications/capabilities will be used solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. Responses received after March 25, 1999, 4:00 PM CST or without
the required information will be considered nonresponsive to the
synopsis and will not be considered. A determination by the Government
to not compete this proposed effort on a full and open competitive
basis, based upon responses to this notice is solely within the
discretion of the Government. Oral communications are not acceptable in
response to this notice. All responsible sources may submit an offer
which shall be considered by the agency. An Ombudsman has been
