This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation number ORD 25 is issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-10. The SIC is 3826 and size standard is 500 employees. The Government reserves the right to make seperate awards, based on an offeror's quotation for a specific "package" of items. An offeror may quote on each package seperately or on the entire system. No items within a specific package may be seperated for an individual award. The packages are as follows: Package #1 includes line items one (1) through five (5); Package #2 includes line item six (6); Package #3 includes line item seven (7). All electrical and mechanical equipment must be listed and labeled by a third party listing agency approved by the North Carolina Building Code Council. Additional information regarding this mandatory listing and labeling requirement will be posted on 3/23/99 at the U.S. EPA Contracts Management Division homepage: http://www.epa.gov/oamcinc1/cbdcover.htm under the title of this solicitation. The following are the system requirements: ITEM NUMBER (1): Digital imaging system capable of radioisotopic imaging, laser-excited single and multi-color fluorescence imaging, and chemiluminescent imaging of electrophoretic gels and filters. System must be capable of detecting the following: P32, S35 and I125 isotopes; ethidium bromide, SYBR green and FITC fluorescence; and chemiluminescence. At a minimum, system should include laser(s) that have the capability of the 450-488nm range and the 500-650nm range. Additional wavelength laser or the flexibility to change lasers is desirable. System must be capable of using storage phosphor screens of 35x43cm and 20x25cm format. System must include appropriate combination of photomultiplier tubes, internal/external lasers, and filters to allow maximum flexibility in excitation and detection. System should include all peripherals necessary for function including sample trays, scanner shelf, SCSI cable for connection to a computer, operating/analysis software for Windows98 or NT computer, SCSI/PCI card for computer connection, but does not include an external computer. ITEM NUMBER (2): Eraser for phosphorimaging screens, including at least one large phosphorimaging screen (35x43 cm) compatible with the imager (item 1) and 1 one Exposure Cassette (3x43cm). Unit should be capable of erasing phosphor-stored images and preparing screens for re-use. ITEM NUMBER (3): Phosphorimaging Screens (20x25cm) compatible with items 1 and 2 above, reusable, which can detect beta particles, x-rays and gamma rays. Screens must include their own exposure cassette or fit into standard x-ray film cassettes. ITEM NUMBER (4): Eraser of chemiluminescent-capable imaging screens, including one large chemiluminescent imaging screen (35x43cm) and all necessary accessories for exposure (e.g. exposure platforms, if necessary). Unit should be capable of erasing stored images and preparing screens for re-use. U.L. listed. ITEM NUMBER (5): Imaging screen for chemiluminescence (20x25cm) Imaging screens optimized for use with chemiluminescence. Screens should have wide dynamic response to chemiluminescent light and be reusable. Screens must be compatible with items 1 and 4 above). ITEM NUMBER (6): Fluorescent Image Analyzer : microarray scanner-detector. A software-controlled scanner and glass-slide positioner for fluorescently-labelled probes on standard 25x76mm microscope slides. Highly sensitive light collection and detection for faint fluorescence utilizing a confocal scanning laser system or high-resolution CCD-based system, with up to 5micron per pixel resolution and 16-bit data collection for high-resolution and accurate quantitation. Acquisition software for Windows98 or NT computer with preset scanning templates and user controlled laser and voltage settings. At least two data channels, providing flexibility and use of two or more different fluorescent probes- must be upgradeable to four channels. Scanner includes all interfaces and cables for connection to an included Pentium II computer workstation (450Mhz, at least 8GB hard drive, 128MB sDRAM with ECC, 3D AGP graphics card with 16MB vRAM, 21" monitor, 100MB Zip drive, DVD-drive, and data-acquisition software). Computer is included with this scanner. System must be able to automatically process 24 or more slides at a time or be able to be upgraded with such an autoloader in the future. U.L. listed. ITEM NUMBER (7): Vacuum centrifuge system for drying down fluorescently labelled probes: includes a high-capacity vacuum centrifuge which can accomodate 96 or 384-well microtiter plates and appropriate rotor and adapters, a small vacuum centrifuge which can accomodate 1.5ml tubes and appropriate rotor and adapters, a refrigerated condensation trap with couplings and hoses for connection to both the large and small vacuum centrifuges, a corrosion-resistant vacuum pump with couplings and hoses for connection to the condensation trap, a vacuum pump oil filter, any necessary couplings and hoses required for integrating the entire system. U.L. listed. F.O.B. point shall be destination and delivery shall be made to EPA Shipping & Receiving, I-40 & Page Rd. Research Triangle Park, NC 27711. Delivery and installation shall be made no later than 60 days after award. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this to this acquisition. The provision at 52.212-2, Evaluation-Commercial Items is applicable and the specific evaluation criteria are as follows: (1)Technical capability of the item offered to meet Government requirement and (ii) price. Offerors shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. Clause 52.212-4, Contract terms and Conditions-Commercial Items applies to this acquisition. The Clause at 52.212-5, Contract Terms and Conditions required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition, however, for paragraph (b), the following clauses apply to this acquisition: 52.222-26 Equal Opportunity; 52.222-35, Affirmative Action for handicapped Workers; 52.222-37 Employment Reports on Special Disabled Veterans and Veterans of the Vietnam Era; and 52.225-3 Buy America Act -- Supplies.
