Bercaw, Trena.N.Bercaw.1@gsfc.nasa.gov. NASA/HQ plans to issue a
Request for Offer (RFO) for Residential Training Facilities to handle
training requirements that cannot be accommodated by Government
facilities. The contractor facilities must be located within a 175 mile
radius of the U.S. Capitol, and shall be able to provide lodging,
on-site meals and classrooms/meeting rooms for 10 to 100 students. A
variety of courses shall be held at the facility, and shall range in
length from 1 training day/lodging night to 30 training days/lodging
nights. Requirements include individual sleeping rooms, three meals per
day, two daily coffee breaks, classroom/meeting rooms with audio/video
capability and equipment. NASA anticipates awarding multiple,
firm-fixed-priced, indefinite delivery-indefinite quantity (IDIQ)
contracts. The contracts shall have an effective period of one year,
with four, one-year option periods. The minimum contract value shall be
$5,000 and the maximum value shall be $2.5 million over the life of the
contract. The Government intends to acquire commercial services using
FAR Part 12 procedures. The SIC Code and Size Standard are 7011 and $5
million, respectively. The DPAS Rating for this procurement is DO-C9.
The provisions and clauses in the RFO and model contract are those in
effect through FAC 97-10. All qualified responsible sources may submit
an offer which shall be considered by the agency. The anticipated
release date of the RFO is on or about 04/01/99 with an anticipated
offer due date of on or about 05/03/99. An ombudsman has been appointed

will be in Microsoft Office Suite (Word 6.0, Excel 5.0, PowerPoint 4.0)
format and will reside on a World Wide Web (WWW) server, which may be
