Loadable Warping Tugs -- Provide all necessary labor, materials,
facilities, and equipment to design, manufacture, test, and deliver
three (3) causeway sections, non-powered, intermediate (CSNP-CIN);
three (3) causeway sections, non-powered, beach (CSNP-CBE); and one (1)
Side Loadable Warping Tug (SLWT) and associated spare parts and
technical data in the base year. The work will be performed in
accordance with Government Furnished Specifications and detailed design
drawings. SLWT delivery will be FOB destination to a specified east or
west coast freight forwarder. Non-powered causeway delivery will be
FOB destination to Blount Island Command, Jacksonville, FL, Naval
Amphibious Base Little Creek, Norfolk, VA, and Naval Amphibious Base,
Coronado, San Diego, CA. Government Furnished Equipment (GFE) for the
SWLT is anticipated to include diesel engines, waterjet pumps
(excluding pump inlets) and hydraulic winch. All GFE will be furnished
"as is" for the SLWT in the base year. Some GFE may be provided as
specified in the solicitation for each of the SWLTs in the option
years. The government will provide one (1) exhaust system for sample
purposes only for contractor use during design and fabrication of
required units. Exhaust system will be returned to the government at
completion of successful test and acceptance of the first unit by the
government. Part validation and verification will be required. Some
engineering validation of the detailed design drawings will be required
as well as some preparation and incorporation of changes into the
detailed design drawings. The proposed contract is anticipated to be a
Fixed Price Indefinite Delivery, Indefinite Quantity (IDIQ) with an
ordering period of one (1) base year and two (2) option years.
Completion of the SLWT in the base year is expected within twenty two
(22) months after order is placed. Any subsequent SLWTs ordered are
expected to be completed within twelve (12) months after effective date
of order. Minimum guarantee is base year hardware and engineering
effort necessary to fabricate this hardware along with associated
technical data. The proposed contract will be awarded using best value
source selection criteria which emphasizes
engineering/manufacturing/technical data experience and capability.
Estimated maximum quantities of non-powered causeways and SLWTs for
each option year is expected to be six (6) non-powered causeways
consisting of three (3) causeway sections, non-powered beach and three
(3) causeway sections, non-powered, intermediate and one (1) SLWT. SIC
Code is 3731. Size standard is 1000 employees. This procurement is 100%
set aside for small business concerns. Reference solicitation

information purposes, the most recent procurement of SLWTs by this
activity was made under Contract N47408-94-C-2514 which was awarded to
Oregon Iron Works, Inc., Clackamas, OR on a firm fixed price basis for
approx. $23,000,000.00 for six (6) SLWTs (w/o winches) and fifteen (15)
powered causeway sections. This contract was successfully completed by
Oregon Iron Works in January 1996. The most recent procurement of
non-powered causeways by this activity was awarded to Metal Trades,
Inc., Hollywood, SC. under Contract N47408-96-C-7217 for approx.
