materials, equipment, transportation, supervision and perform work to
install new reverse-osmosis(RO) water treatment system capable of
providing a minimum of 50 gallons per day of product with 90 gallon
storage capability for demand balance in the hangar at U.S. Coast Guard
Aviation Support Facility (AVSUPFAC) Cordova, located in Cordova,
Alaska. Work will also include the installation of a new wall hydrant
and interior piping(approximately 75')from the RO system to the wall
hydrant. Replace existing 145 gallon hot-water storage tank with new
200 gallon minimum capacity storage tank. Install a second wall hydrant
and run new hot and cold water lines inside the hangar(approximately
90' and 40' respectively)to this hydrant. The estimated cost range for
this project is between $25,000 and $100,000. The time of completion
of all work will be as stated in the request for quotation. The work
required by this solicitation is identified as Industry Standard 1711
and the applicable size standard is $7.0 million dollars in annual
receipts for the past three years. Request for Quotation packages must
be received in this office by the close of business 6 April 1999. This
procurement is issued pursuant to the Small Business Competitiveness
Demonstration Program, Public Law 100-656, as implemented by the OFPP
Policy Directive and Test Plan dated 8/31/89. This is not a small
business set-aside. All responsible sources may submit a quote which
shall be considered by the U.S. Coast Guard. For Minority, Women-Owned
and Disadvantaged Business Enterprises: The Department of
Transportation (DOT), Office of Small and Disadvantaged Business
Utilization (OSDBU), has a program to assist minority, women-owned and
disadvantaged business enterprises to acquire short-term working
capital assistance for transportation-related contracts. This is
applicable to any eligible prime subcontractor at any tier. The DOT
Bonding Assistance Program enables firms to apply for quote,
performance and payment bonds up to $1.0 million per contract. The DOT
provides an 80% guarantee of the quote amount to a surety against
losses. Loans are available under the DOT Short Term Lending Program
(STLP) at prime interest rates to provide accounts receivable
financing. The maximum line of credit is $500,000. For further
