52-3253 The project consists of the construction of an excavated basin,
a 1495 M long earthfill embankment with a maximum height of 16.75 M,
and a 558 M long spillway overlaying part of the dam embankment; the
dam will be armored with roller compacted concrete and riprap;
additional features include outlet works conduit consisting of 1.4 M
square, 70 M long concrete box culvert, inlet structure and trash rack
and outfall structure; a 1.5 M diameter, 470 M long RCP basin bypass
conduit; maintenance roads and access ramps; and chain link tortoise
fencing and pipe safety gates. The design is metric. The Standard
Industrial Classification (SIC) code is 1629, Heavy Construction,
Except Dredging, N.E.C., $17 M average annual gross revenue for the
last (3) three fiscal years. Estimated cost range is $10,000,000 --
$25,000,000. The project will provide plans and specs using CD-Rom
only; hard copies will not be available. The CD-Rom will be available
on or about June 22, 1999 at no charge. Because a limited number of
CD-Roms will be reproduced, copies are limited to one CD-Rom per firm.

This is an UNRESTRICTED procurement, all responsible sources may submit
an offer. The Los Angeles District subcontracting goals are specific
percentages of the contractor's total planned subcontract amount. The
goals are as follows: 62% with small business, 10% with small
disadvantaged business, 5% with woman owned small business. Small and
disadvantaged firms are encouraged to participate as Prime Contractors
or as members of joint ventures with other small businesses. In
addition all interested contractors are reminded that the successful
contractor will be expected to place subcontracts to the maximum
practicable extent with small and disadvantaged firms in accordance
