THIS SOLICITATION IS BEING ISSUED ON AN "UNRESTRICTED" BASIS INVITING FULL AND OPEN COMPETITION. The project, located at Barksdale AFB, is for the construction of an Outpatient Clinic Addition, and minor alterations to the existing clinic for the purpose of connecting the new construction. The clinic addition will house Pediatrics, Bioenvironmental Engineering and Flight Medicine. It also includes a two bay ambulance shelter and additional patient and staff parking. The new structures will be slab on grade, steel frame, flat roofed extensions of the existing ground floor facilities. Selected demolition is part of the work and includes, but is not limited to sitework, railings, wall, doors, ceilings, plumbing, HVAC, and electrical. The exterior will be brick cavity wall construction. The project will include interior finishes, plumbing, HVAC, electrical and communication. The estimated construction cost for this project is between $2,500,000 and $3,000,000. The maximum time for completion is 540 days from contract award. The Request for Proposals will contain the Base Amount and an additive item for construction of the north canopy. Proposals will be evaluated based on price and other price-related factors and the following technical factors, which are of importance: (1) past performance, (2) small business subcontracting effort (3)technical qualifications, and (4) management approach. Award will be made to the offeror whose price and technical proposals provide the best value to the Government. The Government intends to issue this solicitation through the use of CD ROM and the Internet. The entire solicitation, including the plans and specs, has been placed on compact disk (CD ROM) and will be provided free of charge. Offerors must register themselves on the Internet at http://www.efdsouth.navfac.navy.mil/eb/ to receive one copy of the CD ROM. These will be available on or about 02 April 1999. The plans and specs will also be available on the Internet for viewing and downloading although the download time may be excessive. The official plan holders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. This will normally be the only method of distributing amendments; therefore, IT IS THE OFFEROR'S RESPONSIBILITY TO CHECK THE WEB SITE PERIODICALLY FOR ANY AMENDMENTS TO THIS SOLICITATION.
