This is a combined synopsis/solicitation for commercial items prepared
in accordance with Federal Acquisition Regulation Subpart 12.6 for
commercial items as supplemented with additional information included
in the notice. This announcement constitutes the only solicitation;
quotations are being requested and a written solicitation will not be
issued. This solicitation is issued as a Request for Quote.
Solicitation number F05611-00-Q-001. This solicitation document and
incorporated provision and clauses are those in effect through Federal
Acquisition Circular 97-10 The Standard Industrial Classification
Number is 8748 and the business Size Standard is 500 employees.
Offerors must comply with all instructions contained in provision
52.212-1, Instructions to Offers-Commercial Items. The proposed
contract action listed here is approved sole source for Dr Jenkinsons,
Reno, Nevada. Firm Fixed Price. Description: Consultation to political
science faculty on the integration of human subject matter and teaching
methodologies into the political science curriculum, and instruction to
cadets on political theory. The contractor will conduct monthly clinics
for department faculty on strategies for integrating the social and the
humanities in the classroom, with an emphasis on the Chautauguan
method. The contractor will also design and teach courses to
undergraduate students on American political thought and on the
emergence of American politics. The contractor will be available during
non-teaching hours, as specified more fully herein, for additional
instruction to students in the courses he teaches. Knowledge,
expertise, and scholarly reputation required for this contract are
commensurate with that of an Associate Professor of Political Science.
The contractor shall have a PH. D. in political science and/or
humanities and demonstrate expertise in the period of the American
founding, political philosophy, and American Political thought. The
contractor shall have at least five years experience using the
Chautauqua method of instructions as well as experience in developing
Chautauquan programs. The contractor will have at least two years of
college teaching experience in political science and/or the humanities.
The contractor will conduct a series of ten clinics, one per month
beginning October 1999, for the political science department faculty on
strategies for integrating the social sciences and the humanities in
the classroom. In these clinics the contractor will emphasize how to
use the Chautauquan method to impact knowledge and promote critical
thinking with an interdisciplinary focus. Each semester the contractor
will be a guest lecture in one or more classes in the Humanities and
Social Sciences in order to demonstrate an interdisciplinary approach
to teaching to Academy faculty. Contractor will design and instruct an
undergraduate level course in American Political Thought. The
contractor will develop a proposed course structure to include a
syllabus, which will contain a schedule, course objectives, and course
policies. The designed course will provide a survey of basic themes in
American political thought beginning with the 17th century European
origins of American political thought and extending to modern attempts
to strike a balance between individual rights and social needs. The
contractor will propose required reading for the effective teaching of
said course which will be conducted in 42, 50 minute lessons. This
proposal must comply with the Educational Outcome set forth by the Dean
of Faculty and the Department of Political Science. The syllabus will
be reviewed and approved by the Political Science Division Chief for
American Politics. Faculty members may also attend classes to
facilitate their development of innovative teaching approaches.
Instruction shall include classroom lectures during assigned meetings
times, administration and grading of examinations and papers as
required by the syllabus, and availability for additional instruction
as students require within the parameters set forth more fully herein.
The contractor will provide a course-end report in accordance with the
standard format in existence within the Department of Political

and with existing instructions within the department of Political
Science. The syllabus will be reviewed and approved by the Political
Science Department Division Chief for American Politics. Faculty

to provide Additional Instruction, during periods in which the
contractor is not engaged in teaching. The contractor shall be
available to provide individual and/or small group additional
instruction to students. The contractor shall be available to conduct
such additional instruction by appointment with students between 0730
and 1630 hours, during the academic semester for the term of the
contract on days when instruction is being carried out. The contractor
shall not be required to be available on days recognized on base as
federal holidays, on other similar "down" days or on days when he is
not required to hold office hours in accordance above. Total Price
