The entire solicitation, including plans and specifications, will be available after 5 April 1999 for viewing and downloading at http://www.efdsouth.navfac.navy.mil/eb/. Prospective Offerors are encouraged to register themselves on the web site. The official plan holders list will be maintained and can be printed from the web site. Amendments will be posted on the web site for downloading. ORIGINAL SOLICITATION SYNOPSIS FOLLOWS: Services include but are not limited to all labor, transportation, equipment, materials, tools, supplies, supervision, incidental engineering and management for performance of administrative requirements; various automated data processing services; operation, maintenance and repair of heating, ventilating and air conditioning systems (HVAC) and refrigeration; maintenance and repair of buildings, structures equipment and miscellaneous services; operation, maintenance and distribution and collection systems; maintenance and repair of grounds and surface areas; maintenance and repair of Military Family Housing; pest and vegetation control; operation, maintenance and repair of transportation equipment; photographic services; airplane fueling requirements; public affairs operation; environmental requirements land indefinite quantify work. This requirement is a Cost Comparison Study in accordance with Circular A-76 to determine whether it is cost effective to contract out these services or keep in house with Government personnel. The contract will be for a base period of twelve months with two one-year options to extend services with the total contract term not to exceed thirty-six months. This is a negotiated source selection procurement, which consists of the submission of price and technical proposals.
