answers were posted on the Website for this solicitation. The deadline
for proposal submission has been extended to Noon local time, Monday
April 5, 1999. The location for submission of proposals remain
unchanged. 1) Are the LOE hours listed on pages L-10 and L-11 of the
RFP correct? Are there really only twelve P-1 hours in each year of the
contract? ANSWER TO #1 Yes 2) Are the positions listed on page L-12 of
the RFP correct? Are "engineer," "chief engineer," and "project
engineer" the appropriate type of positions required to support the
work described in the SOW? They appear to be overly technical for this
type of service. ANSWER TO #2 Yes. Positions listed in the RFP are
correct. Please note that these are typical titles for the various
levels and each level offers two typical titles. 3) With regard to the
mentor/prot g relationship described on page L-14, is it possible for
a large business to serve as a subcontractor (and mentor) to a small
disadvantaged business that is the prime contractor, so long as the
small business performs 51% of the work under the contract? Is this an
appropriate contract for a mentor/prot g relationship? ANSWER TO #3 It
is possible for a small business to propose a large subcontractor as
long as the prime contractor proposes to perform 51% of the work. The
arrangement will not be considered mentor/prot g since in order to be
eligible for contract award, the prime must demonstrate the ability to
perform the entire contract including the management of any
subcontracts. 4) Modification 0001 provided information regarding the
proposal format. Volume 1, Technical Management, has a 300 page limit,
although this is only a limit and fewer pages are acceptable, 300
pages appears to be an unusually high number of pages for a proposal
with only 4959 labor hours for the base period. Please confirm that the
300 page limit is correct. ANSWER TO #4 Yes, the page limit is correct.
5) Modification 0001 also raised the ODC total to $190,000 for each
year.This is a very high number relative to the labor hours in
comparison to most EPA contracts that we have seen. Will you provide
additional details regarding the types of costs you will consider as
ODCs under this contract? ANSWER TO #5 Clause B.4 identifies a number
of ODCs that apply to this contract. Also a miscellaneous category is
included. Offerors should identify all other direct costs items the
firm expects to charge to the contract. 6) We are unclear about the
relationship between the technical proposal as described in Amendment
1 (pp. 10-13) and the "portfolios" called for on page 2-2 of Attachment
2, "Evaluation Criteria." a) Do the portfolios of "on-staff creative
personnel" count under the 300 page limit of the technical proposal? b)
Must "on-staff creative personnel" be listed as "Key Personnel," as
defined in Amendment 1, Section 1.1.3? If yes, must "on-staff creative
personnel" be classified at the P4 level? c) The "Evaluation Criteria"
call for the contractor to submit "samples" of the work of its on-staff
creative personnel. On page 2-2 of Attachment 2, the RFP says that
"Samples may consist of photographic slides or prints, line art, video
tapes, audio tapes or website addresses." May these samples be
packaged and submitted as part of the technical proposal? ANSWER TO #6
a) Samples should be a total of three(3) samples of the type listed in
the RFP. They will not count toward the 300 page limit because of the
nature of the samples. b) If they fall under the category as defined by
the Key Personnel section and the offeror intends to use those persons
in that capacity. Otherwise their classification is up to the offeror.
c)Yes 7) It is confusing that the "Key Personnel" section (1.1.3) of
Amendment 1 focuses entirely on Managers, Officers, and P4 staff, while
the LOE distribution on pages L-10 and L-11 is heavily weighted toward
P2 and P3. Can the Key Personnel section of the technical proposal
include creative staff below the P4 level? ANSWER TO #7 No. See 6(b)
