intends to non-competitively extend the Freight Forwarding Contract
with Panalpina, Inc. (CCP-C-00-92-00019-06) for three months, to July
31, 1999. The services provide the principal mechanism for implementing
the Agency's worldwide freight forwarding and warehousing of
contraceptives to USAID-support family planning and HIV/AIDS prevention
program. The authority for this action is found in the USAID
Acquisition Regulation, other than full and open competition at
706.302-70, impairment of Foreign Aid Programs (40 USC 474). The
citation states that "full and open competition need not be obtained
when t would impair or otherwise have an adverse effect on programs
conducted for the purposes of foreign aid, relief, and rehabilitation."

that "an award for the continued pprovision of highly specialized
services when award to another resource would result in substantial
additional costs to the government or would result in unacceptable
