to obtain engineering services to resubstantiate the dynamic component
retirement times using HH-60G mission usage spectrum survey. In order
to perform this task, a contractor must have knowledge of (1)
maneuvering capabilities of the helicopter, (2) the material
characteristic data from which the dynamic components on the helicopter
were manufactured and (3) the loads they experience while in use. The
only source that meets the above criteria that can satisfy the Air
Force's minimum requirement is Sikorsky Aircraft. Sikorsky is the Prime
contractor responsible for design, development, manufacture and testing
of the basic H-60. Sikorsky has accumlated a comprehensive database of
flight loads data on the dynamic components. This flight loads data is
required to calculate retirement times for dynamic components on the
HH-60G configured aircraft and can only be found within the Sikorsky

available from only one or a limited number of responsible source(s)
and no other type of supplies or services will satisfy agency
requirements. All potential offerors should contact the buyer/PCO
identified above for additional information and/or to communicate
concerns, if any, concerning this acquisition. If your concerns are not
satified by the contacting officer, an Ombudsman has been appointed to
hear serious concerns that are not resolved through established
channels. The purpose of the Ombudsman is not to diminish the authority
of the the program director or contracting officer, but communicate
serious contractor concerns, issues, disagreements, and recommendations
to the appropriate government personnel. When requested, the Ombudsman
will maintain strict confidentiality as to the source of the concern.
The Ombudsman does not participate in the evaluation of proposals in
the source selection process. When appropriate, potential offerors may
