All services necessary to obtain engineering services to resubstantiate the dynamic component retirement times using HH-60G mission usage spectrum survey. In order to perform this task, a contractor must have knowledge of (1) maneuvering capabilities of the helicopter, (2) the material characteristic data from which the dynamic components on the helicopter were manufactured and (3) the loads they experience while in use. The only source that meets the above criteria that can satisfy the Air Force's minimum requirement is Sikorsky Aircraft. Sikorsky is the Prime contractor responsible for design, development, manufacture and testing of the basic H-60. Sikorsky has accumlated a comprehensive database of flight loads data on the dynamic components. This flight loads data is required to calculate retirement times for dynamic components on the HH-60G configured aircraft and can only be found within the Sikorsky databases.
