(770) 488-2639 The Centers for Disease Control and Prevention (CDC)
intends to negotiate with and award a contract to Dr. Joseph A.
Catania, Aids Research Institute, University of California, San
Francisco. The award will be made on a sole source basis for
professional services for the vendor to provide data files containing
appropriate sampling weights, reports on how weighting was conducted,
survey instruments, general methods reports, variable dictionary and
maps including notes on construction of aggregate variables and complex
skip cautions, notes on idiosyncrasies of the data set. The aim of this
procurement is to obtain separate data sets with new weighting factors
for the following cities: Chicago (n = 1266), Detroit (n = 583),
Houston (n = 925), Los Angeles (n = 1477), Miami (n = 1068), New York
(n = 807), Philadelphia-Camden (n = 587). These cities have sample
sizes, which would produce reasonable point estimates of even low
prevalence behaviors. These 7 data sets would provide the respective
cities with baseline estimates of risk behavior and prevention
practices with which to compare to more recent estimates derived by
local resources which will give estimates of community change.
Additionally, this requirement is for technical statistical services
that would make it possible to produce estimates of HIV risk behavior
and prevention practices for 7 individual large metropolitan areas,
based on national telephone surveys conducted in 1990 and 1996. These
estimates can serve as baselines for comparing more recent local data
from these areas, and assessing change and impact of prevention
activities. Finally, this requirement is for statistical work to make
it possible to compare the 1996 survey with the 1990 survey for the
entire domain of high risk HIV metropolitan areas, in order to assess
change. These activities would result in new statistical data sets,
from which it will be possible to make these estimates. The National
AIDS Behavioral Surveys data are unique in measuring HIV risk behaviors
and preventive activities and having sufficient numbers of cases to
make estimates for metropolitan areas. Simplified Acquisition
Procedures will be utilized. This requirement is 100% small business
set-aside with a SIC code 8733. For purposes of this acquisition, a
business concern is considered small if it (including affiliates) has
no more that $5 million average annual receipts for the three fiscal
years. Other that full and open competition is authorized pursuant to
41 U.S.C. 253(c)(1),FAR 6.302-1. The minimum qualifications include,
but are not limited to the following: Extensive knowledge of the
technical aspects of survey sampling, and experience in developing
survey research data files and documentation. In addition, it will
require access to raw data files from the NABS and National Sexual
Health Survey (NSHS) surveys together with data on sampling methods,
selection probabilities and other technical aspects of data collection
on these surveys, in order to develop appropriate statistical
weighting factors. Qualified vendors have 15 days from date of this
synopsis to submit a capability statement delineating their ability to
provide these services. Such qualifications will be used solely for
the purpose of determinating whether or not to conduct this procurement
