Program Office seeks to improve the Eagle Vision I synthetic aperature
radar (SAR) imagery processing time and add the capability to perform
ocean surveillance with an existing commercial-off-the-shelf product
(s). The improved SAR processor will reduce the processing time for
radar imagery (Radarsat and ERS) from the current forty (40) minutes to
less than two (2) minutes for a 50x50km scene. It will include hardware
and software to process the complex computational load required to
produce plug and play products for radar imagery from U.S. and
coalition partners. It will ingest CEOS RAW format and GERALD format
data input from DLT 7000, Exabyte 8mm, CD-ROM, or LAN interfaces and
output Radarsat CEOS products (SLC, SGF, SGX, SCN, and SCW) and ERS
products (PRI). The ocean surveillance capability will include vessel
detection technology that permits analysis of scenes in three and a
half (3.5) to four and a half (4.5) minutes. The product (s) will
remain compatible with the existing commercial network interface
standards in Eagle Vision, i.e., Ethernet and ATM. Sources are invited
to provide technical information, cost of system, and describe

contract value is anticipated to be under $1M. An Ombudsman has been
appointed to address concerns from offerors or potential offerors
during the proposal development phase of this acquisition. The
Ombudsman does not diminish the authority of the program director or
contracting officer, but communicates contractor concerns, issues,
disagreements, and recommendations to the appropriate Government
personnel. When, requested, the Ombudsman shall maintain strict
confidentiality as to the source of the concern. The Ombudsman does not
participate in the evaluation of proposals or in the source selection
