The contractor shall furnish the necessary qualified technical personnel, materials, supplies, facilities and equipment to perform the inspection, compliance testing and reporting services for warning devices to determine conformance with the performance requirements of FMVSS No. 116, "Motor Vehicle Brake Fluids". In order to be considered for award, bidder must have a fully operational test facility capable of meeting all testing requirements of TP-116-03 dated March 12, l993. In addition, the Government may require a demonstration test at contractor's expense using the same facilities, techniques and personnel that the contractor proposes to use in the performance of this award. Subcontracting will not be permitted under this contract. Manufacturers of vehicles and/or components to be tested are not eligible for award of this procurement. The anticipated period of performance is twelve (12) months with four (4) additional twelve (12) month option periods. This solicitation will be mailed to those organizations responding in writing to this announcement provided such request is accompanied by two (2) pre-addressed, gummed labels.
