Department of Housing and Urban Development (HUD) is seeking a firm
with the capability of providing a commercial-off-the-shelf (COTS)
software package and supply, install and integrate the departmental
standard Geographic Information System (GIS) platform. The GIS platform
must be capable of supporting the expanded mission of the Department's
Community 2020 Initiative. The primary goal of this mission is to
become an umbrella program to provide the Department's clients, public
organizations, internal users, and community groups with tools and
geographically enabled information on the Department's role in
community development and social investments. It is the Department's
intent to purchase software from a single vendor or Value Added
Reseller (VAR), Integrator or Technical Partner which will best meet
our requirements with minimum modification. A single firm will be
selected to provide these services, but elements of the work may be
subcontracted. The software solution must meet a number of mandatory
requirements set forth in the solicitation. Qualified firm(s) having
met the mandatory requirements will be invited to provide an on-site
demonstration at HUD Headquarters-Washington, D.C. Following the
technical evaluation of the "implementation" proposal, qualified
firm(s) considered to be in the competitive range will perform
benchmark testing. The methodology of the benchmark testing will be
distributed at the preproposal conference. The anticipated contract
type will be Cost Plus Fixed Fee (Completion)/Labor-Hour. The
anticipated period of performance is twelve (12) months with four
twelve (12) month option periods. A PREPROPOSAL CONFERENCE WILL BE
HELD. The date and time established for the preproposal conference will
be specified in the solicitation. The solicitation will be issued on or
about April 5, 1999. The date and time established for receipt of
proposals will be set forth in the solicitation. No RFPs will be
accepted nor sent via Facsimile. HUD posts all required notices of its

Opportunities site at http://www.hud.gov/cts/ctsoprty.html. NOTE: THIS
SOLICITATION WILL BE AVAILABLE FOR DOWNLOADING NO EARLIER THAN 16 DAYS
AFTER THE DATE OF ITS PUBLICATION. Potential offerors who download
